中文摘要：	“互联网+”概念最早提出于2012年，随着我国互联网行业的高速发展，互联网与各行业融合所展现出来的广阔发展前景已经势不可挡。而李克强总理在2015年政府工作报告中同“互联网+”一同提及的“健康中国”概念，使得互联网+健康医疗行业已然成为了我国健康医疗产业发展的一个新方向，给传统医疗行业中存在的看病拥挤、医师资源短缺、医疗信息不公开、医疗资源分布不均等问题带来了正面的改善作用。随着行业热度的走高，有关互联网+健康医疗的研究也持续增加，但多为定性的评述类讨论。那么互联网+健康医疗的核心问题和理论逻辑是究竟什么？其对传统医疗行业究竟有什么样的影响？如何作出针对性的政策调整对于促进互联网+健康医疗的发展是最为有效和经济的？成为了本文着力探讨的问题。 本文首先从文献材料出发，通过对历史研究的回顾来明确目前有关研究的欠缺与不足在何处；然后利用扎根理论的方法，通过对2016年以来的网络新闻材料进行逐层编码，逐渐对互联网+健康医疗的关注问题和问题间逻辑进行概念化和结构化；接下来利用系统动力学方法，在前人的理论研究和历史年鉴数据基础上，加上创新性的理论假设，构建起互联网+健康医疗内嵌于传统医疗体系的模型，通过该模型能够帮助梳理明确互联网+健康医疗对于整体医疗体系的作用通路和具体机制，同时运行可得到其各影响的具体程度；最后，按照能够施行的政策干预手段对模型中的参数进行调整，通过仿真模拟能够了解该手段对于关注指标的改善程度，从而明确最有效而经济的干预政策。 最终，本文明确了互联网+健康医疗体系的核心在于互联网企业与医药企业协同合作，打造生态闭环的健康云平台，而其基础在于相关信息科技技术的发展与技术综合运用的创新背景，同时在高层也离不开相关的政策法规与运营支持；证实了互联网医疗在推动分级诊疗方面能够起到一定的积极的作用，而在帮助降低PMD，从而保障民生医疗、提升国民整体健康水平方面效果显著；并明确了打通互联网医疗中的医保流程、降低门诊价格等5种促进PMD转化，以及促进互联网的普及、加强正面宣传等5种推进分级诊疗的有效政策调整，以及各政策调整对于系统的优化效果幅度。
英文摘要：	The concept of "Internet+" was first proposed in 2012. With the rapid development of China's Internet industry, the integration of the Internet and various industries have become prosperous. With the concept of “Healthy China” mentioned by Prime Minister Li Keqiang in his 2015 government work report together with “Internet Plus”, the “Internet + Health Care” industry had been a new direction for China's health care industry. As the result, problems such as overcrowding, shortage of medical resources, undisclosed medical information, and uneven distribution of medical resources are expected to be improved. With the increase of the industry's popularity, the number of research on “Internet + health care” continues to increase, but most of them are qualitative reviews. What are the core issues and theoretical logic of "Internet + health care"? What kind of influence does it have on the traditional medical industry? Which policy adjustments is the most effective and economical for promoting the development of "Internet + health care"? These are the focus problems of this thesis. This thesis first starts from the literature material review, clarifing the current lack and deficiencies of research by overviewing historical research. Then we use grounded theory method to code the internet news materials step by step, conceptualizing and structuring the core problems of the Internet + health care gradually. Then we use system dynamics approach to build a model which embed "Internet + health care" into traditional medical system based on previous theoretical research, the historical yearbook data, and innovative theoretical assumptions. This model can help clarify the role and specific mechanisms of "Internet + health care" for the overall health care system, as well as the specific degree of its impact. According to the policy that can be implemented, we can adjust the parameters in the model to find out the degree of improvement of the indicators through the simulation, so that the most effective and economical intervention policies can be identified. Ultimately, this paper clarifies that the core of the Internet + health care system lies in the collaborative cooperation between Internet companies and pharmaceutical companies which could create an ecological closed-loop and healthy cloud platform, and its foundation lies in the development of related information technology and the innovative background of comprehensive application of technology, while it is also inseparable from the relevant policies, regulations, and operational support at the same time. We also confirmed that Internet health care can play a positive role in promoting classified treatment, and it has a significant effect in helping to reduce PMD, thereby protecting people's livelihoods and improving the overall health of the nation. In addition, we find five kinds of policy adjustments, such as promoting the medical insurance process in the Internet medical care and reducing outpatient price, which could reduce th PMD effectively, and another fives kinds of policy adjustments, such as promoting the popularization of the Internet and strengthening positive publicity, that could pomote the classified treatment.
