中文摘要: “民以食为天,食以安为先”。在“2016中国综合小康指数”之“在全面推进小康建设过程中百姓最关注的十大问题”的调查结果中,排名第一的依然是消费者对食品安全的关注度。自2012年以来,食品安全已连续五年位居“最受关注的十大焦点问题”之首。我国有史以来最严厉的《食品安全法》自2015年10月1日正式施行到现在已经有三年多的时间,但一些食品安全方面的严重问题仍然存在(中国全面小康研究中心,2016年12月5日)。2005~2014年我国发生食品安全事件高达227386起,2016年1~9月,仅虚假食品广告一类案件,全国就查处了1303件(中国全面小康研究中心,2016年12月5日)。这一串串的数字,不由得让人触目惊心。从制度上讲,政府相关部门不断地出台一系列法律条例确保食品生产、流通、销售环节的安全;社会层面上看,各食品企业也不断地改进生产流程和提出更加强有力的保障食品安全的措施;一旦出现食品安全事件,新闻媒体的报道便会成为消费者获取相关信息的主要来源。不可否认,以上这些在一定程度上保证了食品质量上的安全,但是当前我国消费者对食品安全的信任情况到底是怎样的,目前国内研究对此较少涉及。 本文在参考相关文献的基础上,初步建立了以消费者对政府监管机构、食品生产经营者、社会组织和新闻媒体的信任评价为主体的我国消费者食品安全信任综合评价指标体系,并在主客观权重赋值的基础上通过一定的指数算法模型计算得出最终的消费者食品生产经营者信任指数。由于问卷数据回收方面的限制,本文以食品生产经营者信任指数为例来探讨消费者食品安全信任指数;具体影响主体的信任指数计算方面,首先通过SEM结构方程分析和G1法确定指标体系的主客观权重,然后通过指数算法公式计算得出二级指标指数和整体信任指数。该指数的发布,有利于科学地测量消费者食品安全信任程度,为监测我国食品安全环境和食品安全管理效果提供理论依据和数据支撑。 
英文摘要: “People take food as their food and food as safety as their first priority.” With the general improvement of people’s living standards and health awareness, food safety issues are increasingly valued by governments, experts, scholars, manufacturers, consumers and other stakeholders. . The “Top 10 Most Focused Problems in China's Comprehensive Well-to-do Society Process” survey conducted by the “2016 China Comprehensive Well-being Index” shows that food safety is the highest priority. Since 2012, food safety has been ranked in the “Top Ten Focused Issues of the Most Concern” for five consecutive years and has become the focus of most of the country’s concerns. It has been more than a year since the food security law known as "the strictest history" has been officially implemented since October 1, 2015, but some of the food safety problems still exist (China Comprehensive Well-Off Research Center, December 5, 2016). . Between 2005 and 2014, there were 227,386 food safety incidents in China. From January to September 2016, there were only 1 case of false food advertisements. The country investigated and handled 1,303 items (China Comprehensive Well-Off Research Center, December 5, 2016). How to guard "the safety at the tip of the tongue" is still the country's biggest "heart disease." Institutionally speaking, relevant government departments have continuously introduced a series of laws and regulations to ensure the safety of food production, distribution, and sales. On the social level, various food companies have also continuously improved their production processes and proposed stronger protection of food safety. Measures; Some mainstream news media have also conducted more reports on food safety. It is undeniable that the above measures have ensured the safety of food quality to a certain extent. However, at present, the trust situation of Chinese consumers on food safety is exactly what they are. At present, domestic research is less concerned. Based on the relevant literature, this paper has initially established a comprehensive evaluation index system for consumer food safety in China based on the consumer’s trust evaluation of government regulators, food producers and business operators, social organizations, and news media. the study. In the calculation of the consumer food safety trust index, due to the limitation of the questionnaire data recovery, this paper uses the food producer and operator confidence index as an example to discuss the consumer food safety trust index; in terms of the calculation of the trust index of the subject, the first is to pass the SEM. The structural equation analysis and G1 method determine the subjective and objective weights of the index system, and then calculate the index of the secondary index and the overall trust index through the formula of the index algorithm. The publication of this index is conducive to scientifically measuring the degree of consumer food safety trust, and provides a theoretical basis and data support for monitoring China's food safety environment and food safety management results.
