中文摘要：	政府信息分散在各个部门政府系统中，是潜在的数据资产，但由于无法实 现有效管理和合理共享，政府数据价值得不到有效挖掘。实现政府数据互操作 有助于在实践层面解决政府数据跨部门共享问题，发挥政府数据价值。从政府 数据生命周期角度出发建立政府数据互操作框架，有利于指导政府数据在不同 管理阶段的互操作工作。 政府数据互操作是解决政务数据系统间互异性的措施。在政府数据生命周 期管理的不同阶段，数据互操作目标和方法也不同。本研究以数据生命周期理 论为基础，结合政府数据特点提出政府数据生命周期管理流程，在此基础上借 鉴澳大利亚和新西兰政府数据互操作框架设计经验，形成我国政府数据互操作 框架。采用案例研究法，针对数据互操作框架中的元数据互操作和本体互操作 方法，选择珠海市和澳门特区政府数据作为案例研究对象，论述在实践中的具 体应用情况。证明此框架的落地可行性。 该框架包含四个主体要素：目标原则、组织结构、政策标准和管理实施。 其中，前三类要素为支持保障类要素，管理实施为框架核心要素。以珠海市政 府和澳门特别行政区行政公职局的数据管理实践工作为对象模拟演示元数据互 操作和本体互操作方法，说明该框架在技术执行方面的可行性。最后，对构建 我国政府数据互操作框架的功能和作用进行说明，期望对实践领域中跨部门政 府数据共享工作提供互操作参考方案。
英文摘要：	Government information is scattered in the government systems of various departments and is a potential data asset. However, due to the inability to achieve effective management and reasonable sharing, the value of government data cannot be effectively tapped.Realizing the interoperability of government data helps resolve cross-boundary sharing of government data and capitalize on the value of government data.Establishing a government data interoperability framework from the perspective of the government data life cycle is conducive to guiding the interoperability of government data in different management stages. Government data interoperability is a measure to solve the heterogeneity between government data systems.In different stages of government data life cycle management, the goals and methods are also different.This study is based on the data life cycle theory,combine the characteristics of government data to propose a government data lifecycle management process,learn from the Australian and New Zealand government data interoperability framework design experience to form a case analysis framework for China's government data interoperability.Select cities with large scale differences in the eastern coastal areas of China as case study objects,according to the framework to analyz the contents of case data,forming a government data interoperability framework in China. The framework consists of four main elements: Objective Principles, Organization Structure, Policy Standards, and Management Implementation.Based on the government data life cycle management process, it is proposed that government data interoperability should follow the seven basic principles of normativeness, consistency of power and responsibility, and security.Guided by the principle of objectives, the design of different stages of interoperability management implementation of different dimensions, discusses the relationship between different dimensions of interoperability.In addition, the "incentive mechanism" and "evaluation mechanism" have been added as one of the interoperability policy standards to jointly form a government data interoperability framework in China. In addition, this study explains an important part of the data interoperability framework - ontology interoperation,creating a Macao SAR Government Welfare Social Security Domain Ontology Using Protege Simulation,put forward the idea of interoperability of government data ontology,provide support for further implementation of the data interoperability framework.
