| 中文摘要: | 摘 要 金融租赁是一种现代租赁,20世纪50年代在美国兴起,作为一种新型金融形式,被广泛使用于企业的设备融资方面。金融租赁已逐渐发展为仅次于银行信贷业务的第二大筹资手段。自1981年第一家金融租赁公司成立,中国的金融租赁行业经历了初步成长期、行业瓶颈期和蓬勃发展期。相比于银行信贷,金融租赁具有其独特性和复杂性,金融租赁行业从产生开始便充满风险和挑战。中国金融租赁业发展的历史实践表明,风险管理水平是衡量金融租赁公司持续经营能力的关键因素。随着我国近年来宏观经济增速持续放缓,经济发展进入新常态,部分企业经营风险和道德风险把握难度逐渐加大,金融租赁公司面临的风险日益严峻。因此完善项目风控体系显得越来越重要,是金融租赁公司乃至整个行业稳健发展的重要条件。 本文以金融租赁公司项目风险管理体系这一影响其风险管理水平的关键因素为研究对象,结合A公司项目风险管理组织体系、项目运作的过程体系和风险管理制度体系等实际情况,分析其存在的问题。主要表现在风险管理内部环境不完善和项目风险识别和管控能力不强两大方面,前者包含风险文化的缺失、风险管理组织结构缺失、以风险管理为导向的薪酬制度缺失以及信息与沟通方面的不足,后者则包含项目前期风险考察缺失、存量租赁资产监管效率低下以及客户违约管理及不良租赁资产处置不利。 最后,以巴塞尔新资本协议(Basel II)等理论为指导,对金融租赁公司风险管理体系提出了一系列优化建议,即:完善以风险管理为导向的公司内部环境、提高项目前期风险识别与评估能力、加强项目中期风险监控、丰富项目后期风险化解手段,并着重探讨融资租赁项目存在的几种主要类型的风险管理问题。论文借鉴国内外先进的管理思想,理论结合实际,对金融租赁公司风险管理体系的优化研究,将有效推动A公司以及其它同行风险管理水平的提高。 | |
| 英文摘要: | Abstract Financial leasing is a modern lease, founded in the 1950s in the United States. It’s widely used by many companies to finance by selling equipments in form as a brand new type of financing. Financial leasing has become the second largest way of financing after bank credit. Since the establishment of the first financial leasing company in 1981, China's financial experienced a preliminary period of development, industry bottlenecks and vigorous development period. Compared to bank credit, financial leasing has its uniqueness and complexity. The financial leasing industry is full of risks and challenges at the beginning of its production. Financial leasing company risk management is increasingly becoming an important aspect of improving its profitability and competitiveness. China's financial leasing industry practice shows that the level of risk management is a measure of whether the financial leasing companies have the key to sustainable business capacity. With China’s macroeconomic slowdown and economic development into the new normal, some business risk and moral hazard is difficult to be grasped. Financial leasing companies are increasingly exposed to the risks. Therefore, improving the project risk management system has become an important prerequisite for the steady development of financial leasing companies and the whole industry. In this thesis, the project risk management system of financial leasing company which is the key problem that affects its risk management level is taken as the research object. This thesis analyzes the actual situation of project risk management organization system in company A, the project operation process system and risk management system. Mainly manifested in the internal environment of risk management is not perfect and project risk identification and control ability is not strong two aspects, the former includes the lack of risk culture, lack of risk management organizational structure, lack of risk management-oriented compensation system and information and communication aspects Insufficient, while the latter includes the lack of pre-project risk inspections, the low efficiency of inventory leasing asset supervision, and customer default management and unfavorable leasing asset disposal. Finally, under the guidance of the Basel II and other theories, this thesis proposes an optimization plan of the project risk management system of financial leasing company, namely, perfecting the risk management-oriented internal environment of the company, improving the ability of pre-project risk identification and evaluation, strengthening the project medium-term risk monitoring, enriching the project risk disposal means. And focus on the management of several major risks in financial leasing projects. The optimization of the project risk management system of the financial leasing company will effectively promote the improvement of the risk management level of Company A and other peers, which is based on the advanced management ideas and theories at home and abroad. | |
