中文摘要: 我国国有企业是中国特色社会主义经济的重要体现,是推动我国国民经济发展的中坚力量。在多年来的发展过程中,取得了辉煌的经济成就,建立了较为完善的企业制度,在企业文化建设方面也取得了显著成果,多数国有企业彰显出蓬勃向上、顽强拼搏的良好企业文化氛围,尤其是绝大多数国有企业成员所拥有的大局意识和奉献精神,使得国有企业拥有较高的决策效率和执行力度,并能更有效地调度和整合资源,对企业的经营和发展起到了良好的促进作用。 与此同时,也可以看到,并不是所有国有企业的文化建设都是完美无缺的,例如部分国有企业存在追求短期利益及表面成绩、不愿意反思失误、一些上级不愿意接受下级意见并喜欢将工作推脱给下级、下级习惯于惟上是从等文化方面的问题。文章认为,这些文化问题的产生,是在国有企业绝大多数成员是代理理论中的“代理人”身份、国有企业相比一般企业拥有更强的权威特征这两点特殊性的背景下,部分国有企业成员受到西方商业文化中的“理性经济人”文化以及我国历史上帝国官僚文化残留的影响而产生的。国有企业的上述两点特殊性本身并不构成问题,西方商业文化中的“理性经济人”文化单独来讲也不构成问题,但是当国有企业的上述两点特殊性遇到了 “理性经济人”文化,并且在帝国官僚文化残留的催化下,就会产生上述文化问题。国有企业的上述两点特殊性是国有企业由国有资本占主导地位的所有权性质决定的,是难以改变的,要解决上述企业文化问题,就要从文化方面着手。 文章首先从我国历史上的春秋、战国、三国等历史时代中,梳理出我国传统文化中一种既尊重权威,又崇尚契约,并有着高尚精神追求的文化——士文化,而后在分析目前我国国有企业文化所拥有的优点,以及部分国有企业在文化建设中存在的问题的基础上,从我国国有企业适合引入士文化、士文化可与我国国有企业目前文化优点向融合、士文化可有效解决部分国有企业存在的上述文化问题展开论述。最终得出士文化可以作为一种有益的文化素材,在我国国有企业文化建设中发挥优化作用这一结论。  
英文摘要: In China,state-owned enterprise is an important embodiment of socialist economy with Chinese characteristics, is the backbone power to push forward the rise of national economy. With decades' development of reform and openness,state-owned enterprise has made brilliant achievements,established perfect modern enterprise system, made significant progress in the enterprise culture construction with the majority of state-owned enterprises showing great energy. Especially, with the dedication & the overall situation consciousness of most state-owned enterprises managers, make the state-owned enterprises have a higher efficiency of decision-making and enforcement, more efficient resources scheduling and integration, play a great role in enterprise management and development. Nonetheless, it can be seen that not all state-owned enterprises' cultural construction is perfect, and some of the state-owned enterprises' corporate culture still needs to be improved. For example, some state-owned enterprises have many problem to solve,such as excessive pursuit of short-term interest and surface performance, not willing to reflect on mistakes and accept the opinions of the subordinates,buck passing in work,obeying whatever the authorities said. The paper considers, the problems in above arise from the western commercial culture of "rational economic man" as well as the imperial bureaucratic culture, under the background of and more strong color of authority. Separately, neither the agent status of state-owned enterprises’ managers or the strong color of authority brings out the above problems. Unfortunately, as the above reasons come together, the problems in state-owned enterprise culture rise to the surface. The above two particularities of state-owned enterprises are determined by the nature of the property right of state-owned enterprises dominated by state-owned capital, which is difficult to change. Therefore, to solve these cultural problems, we must explore cultural roots. The paper extracts the concept of the culture of scholar-bureaucrats in the history of our country, which sorts out a respect for authority, advocating the contract, in pursuit of spiritual culture. Furthermore, on the analysis basis of the culture construction of the state-owned enterprise,the paper probe into the applicability, correspondence & feasibility to state-owned enterprise of the culture of scholar-bureaucrats. Finally, it can be concluded that the culture of scholar-bureaucrats can be used as a useful alternative choice to help the state-owned enterprises to solve the above problems in the construction of the corporate culture.
