| 中文摘要: | 预算管理是当前企业行之有效的一项管理措施,是承接管理创新的一项重要举措。预算管理在现代企业中的实施能够帮助企业进一步健全内部监控体系、对企业的经营管理行为进行正确引导、提高企业的管理水平、增强企业的核心竞争力。改革开放30多年中,我国涌现出很多优秀的企业和企业家,在全球经济一体化发展进程不断加快的大环境下,虽然大多数企业经济效益不断提升,但是在实际经营管理中,很多企业的生产力创造能力仍较低。作为一种有效的管控制度和手段,预算管理是市场经济发展及企业日益精细化管理所提出的需要,是包括组织、管理、风控、财务等多方面内容的体系。近年来经济全球化、一体化趋势越来越明显,这也意味着企业需要进入并拥抱信息化企业管理的时代。而我国经济在全球经济的影响下进入经济新常态,企业通过对预算管理的重视及应用,可以有效提升自身在市场的生存能力及风险应对能力。企业实施预算管理是以人为本的一种管理方式,人力资源作为预算管理的组织体系、实施方案的制定者、预算管理的执行者、预算管理考核改进的主体,能够以人为本,使得预算管理成为一项全员参与且乐于参与的工作。企业通过实施预算管理能够全面提升企业战略管理水平,通过对预算的进一步强化和控制能够帮助企业重新调整原有的组织构架,企业通过预算管理进一步明确了管理的新方向,企业通过预算管理全面提升了企业的竞争力。 本文参考了多家制造业企业的预算管理经验,并以RAPOO企业发展状况为研究背景,对RAPOO企业在实施预算管理过程中面临的问题和困境进行分析,并努力探讨预算管理在该企业管理过程中的优化策略。研究表明:将预算管理的思想融入企业财务决策级资源分配的体系之中,根据企业的实际情况优化预算管理体系,能有效地引导及监控企业的经营,并以此提高企业的经营水平及风险防控能力,从而赋予企业更强的生命力。 全文共分为六章。第一章为绪论,主要是提出文章的研究背景、研究目的意义以及研究思路方法,确定文章的主体结构。第二章是理论基础和文献综述,主要是对企业预算管理的相关理论阐述,回顾国内外相关文献,并对相关概念做出界定。第三章至第五章是文章的核心内容,主要是对RAPOO企业进行案例分析,对以上理论进行实践分析应用。首先对RAPOO企业的情况进行了简单的介绍,然后是对该企业预算管理的问题及其原因进行了研究,阐明其中最主要的问题是预算组织及预算编制逻辑,为后文的优化方式提供基础。最后是对案例研究对象的预算管理体系优化手段进行了研究,并对优化手段及效果进行了评价。最后第六章为总结,即本文的研究结论阐述。在这一部分,本文总结了整篇文章的研究结论、研究不足,并提出未来可进行研究的方向。本文主要创新点有两个:第一,通过案例研究论证预算管理对企业经营水平的提升;第二、全面研究了预算体系优化方案,优化了预算编制逻辑。 | |
| 英文摘要: | Budget management is an effective management measure of the current enterprise, which is an important measure to undertake management innovation. Implementation of budget management in modern enterprises to help enterprises to further improve the internal control system, the correct guidance of the operation and management behavior of the state-owned enterprises, improve the management level of enterprises, the enhancement enterprise's core competitiveness. More than 30 years of reform and opening, our country emerge a lot of excellent enterprises and entrepreneurs, in the accelerating process of global economic integration development of the environment, while most of improving enterprise economic benefit, but in actual operation and management, the productivity of many enterprise creation ability is still low. As an effective means of control system and budget management is with the emergence of the history and development of the economy, and gradually developed into a set of plan, organize, control, execution, which integrates enterprise internal management system. In recent years, with the rapid development of the global economy, the global economy has moved from the traditional industrial economy to the information economy. China's economy has entered the new normal under the influence of the global economy. Under the new economic environment, as a modern enterprise should be to recognize the importance of budget management, budget management from the initial control sublimation as an important part of corporate strategy, thus improve enterprise overall strain capacity of the environment. Enterprise implementation of the budget management is a management style based on person-oriented, human resources as the budget management organization system, implementation of the executor of the makers, budget management, budget management assessment to improve the main body, to increase respect for the people, and fully mobilize the enterprise each participate in the management of staff's work enthusiasm and motivation. Through the implementation of the budget management can improve enterprise strategic management level, based on the further strengthening of budget and control can help enterprises to readjust the original organization structure, enterprise through the budget management further clear the new direction of the management, enterprise through the comprehensive budget management, to improve competitiveness of the enterprise. Therefore, this article will be to RAPOO enterprise development as the research background, in the process of RAPOO enterprise in the implementation of comprehensive budget management problems and difficulties is analyzed, and efforts to explore the optimization in the process of comprehensive budget management in the enterprise management strategy. | |
