中文摘要:随着我国能源工业快速发展,石化产品消费快速增长,极大刺激了国民经济的发展,在未来长期时间里将持续保持增长,这就激发了国内石油化工企业的动力,不断挖掘核心竞争力,以适应激烈的石化竞争。目前,我国石化产业面临严峻的内外部环境,在国内,石化业的三个巨无霸中石油、中石化以及中海油分别控制了石油生产和炼制能力,成为国内首屈一指的石油化工企业;在国外,埃克森美孚、英荷壳牌等企业凭借强大的实力,在全球范围内兼并扩张,形成全球垄断。石油化工产业在带动我国经济发展的同时,也不可避免的引发资源短缺以及环境污染问题,国家粗放型经济增长模式已不适应未来的发展,国内石化企业也要转变观念,走出自己的未来发展道路。因此,国内石化企业增强市场竞争力,急需调整发展战略,这已经成为当前企业发展的重要任务。 在能源是经济命脉的今天,宝塔石化集团作为国内最大的民营石油炼化企业集团,获得了国家发改委批准的进口原油使用资质及616万吨/年原油配额、商务部批准的原油进口资质,已经成为我国能源体制中的主流企业之一,与此同时也承担着发展能源以及进行市场改革的重任。与国内外这些石油巨头相比,宝塔石化成立时间最短,虽然具备一些优势,获得了原油进口及使用资质,但由于企业起步晚,没有抓住石化企业发展的黄金时期,所以面对激烈的市场竞争,宝塔石化管理层需要认识到企业不能偏安一隅,逐渐扩大企业规模,成为控制上下游产业的综合能源公司。作为我国最大的民营石化企业,宝塔石化集团要有向三桶油挑战的勇气,并根据公司发展实际实现产业升级,以此获得市场成功。 本文围绕宝塔石化炼化产业内外部环境,利用PEST分析模型对宝塔石化炼化产业的外部环境进行分析,利用波特五力模型对宝塔石化炼化产业的行业环境进行分析,然后经过SWOT分析得出宝塔石化炼化产业的发展战略,从而构建公司未来发展方向。一方面,把握历史机遇,充分利用区域优势,促进企业战略升级,加大石油化工等方面的技术研发力度,重点发展技术,以科技产品取胜。另一方面,不能局限于利用在国内的区域优势,还应该积极走出去,借助“一带一路”机会布局海外市场,力图使我国传统产业向外输出。 关键词:宝塔石化集团;发展战略;炼化产业  
英文摘要:As China's energy industry got rapid development, the rapid growth of consumption of petrochemical products, greatly stimulated the development of the national economy, in the future a long time will continue to maintain growth, which stimulate the need of domestic petrochemical enterprises continue to tap their competitiveness. At present, China's petrochemical industry facing serious internal and external environment. In China, three big MACs for petrochemical industry oil, Sinopec and CNOOC respectively control the oil production and refining capacity, become the leading petrochemical enterprises; in foreign countries, Exxon Mobil, Royal Dutch Shell, the enterprise with powerful strength, within the scope of global mergers and expansion, the formation of global monopoly. Petroleum and chemical industry in promoting China's economic development at the same time, also inevitably lead to the shortage of resources and environmental pollution problems, countries extensive economic growth model has not adapted to the development in the future, the domestic petrochemical enterprises also need to change their ideas, out of their own road of development. Therefore, the need to adjust the development strategy, which has become the main task of the future development. Energy is the lifeblood of the economy in today, Baota Petrochemical Group as the largest private oil refining enterprise group, qualification and 616 million tons /year oil quotas, the Ministry of Commerce approved the crude oil import qualification approved by the national development and Reform Commission of imported crude oil has become one of the mainstream of China's energy system in the enterprise. At the same time also bear energy development and the task of market reforms. At home and abroad and the oil majors are compared, the pagoda Petrochemical established time shortest, although with some advantages, access to the crude oil import and use of qualifications, but due to the late starting enterprises, not to seize the golden period of the development of petrochemical enterprises, so in the face of fierce market competition, pagoda Petrochemical management requires understanding to the enterprise can not Pianan corner, gradually expand the scale of enterprises, become the control of upstream and downstream industries, integrated energy company. Based on the environment analysis and the challenges of implementation of the strategy, mainly around the pagoda Petrochemical macro environment analysis and the industry environment analysis two aspects were analyzed with PEST model the pagoda Petrochemical facing the external environment are analyzed, using the porter's five forces model analysis of the pagoda Petrochemical strategic implement the industry environment, for the future strategy implementation process to prepare in advance and provide a theoretical basis. Then the through introduction of the detailed content of the strategy combined with environment analysis is put forward in the difficulties and problems should be paid attention to, finally determine the development strategy, and form a pagoda petrochemical development strategy system through formulation of strategic target formulation and strategy development direction. On the one hand, grasp the historical opportunity, make full use of regional advantages, promote enterprise strategy to upgrade, increase the technical research and development efforts in the field of petroleum and chemical industry, focusing on the development of technology, technology products to win. On the other hand, the regional advantages should not be limited to use in China, we should actively go out, with the help of "The Belt and Road" opportunities in overseas markets, trying to make China's traditional industrial output.
