中文摘要:航天企业肩负着加快我国国防现代化建设,保卫祖国领土完整,为国民经济发展创造良好的和平的环境等方面的历史重任。经过几十年的艰苦奋斗,我国的航天工业取得了世人瞩目的成绩,一大批先进的武器装备交付部队使用,提高了部队的战斗力。但是自1999年国家进行军工企业体制改革,原本在计划经济体制下的成长起来的航天科研院所,逐步走入国民经济的大市场,参与到国内市场乃至国际市场的竞争中,产品价格和售后保障成为竞争的焦点。因此,采用全寿命周期费用管理,降低武器装备全寿命周期费用,提高武器系统的性能,优化效费比,保持并争取更多的市场,成为一项紧迫的工作。同时,开展全寿命周期费用管理,加强成本管理和控制,提高核心竞争力,是承制方实现战略目标的重要举措之一。 本文运用全寿命周期费用管理的基础理论并结合航天工业的管理体制,对导弹武器系统承制方全寿命周期费用管理进行研究。介绍了导弹武器系统承制方的管理体制,分析了承制方在市场环境发生深刻变革时所面临的竞争与挑战。采用先进的成本管理方法,降低武器系统的全寿命周期费用成为承制方的迫切需要。根据航天型号研制的程序,抓住全寿命周期的各阶段的特点和管理的重点,分阶段提出费用管理的措施和费用估算的方法,实现降低武器系统全寿命周期费用,提高效费比,节约采办成本的目标。提出通过加大研发投入,推动市场化改革,完善采办制度,改革计价管理办法等措施,从外部环境进一步促进承制方推进全寿命周期成本管理改革,增强自主创新能力和市场竞争力,使其成为一个合格的市场主体,参与到广泛的国际竞争与交流中,扩大海外市场,提高中国装备的竞争力和国家的影响力。论文采用案例研究的方法,以某总体设计部为研究对象,在某试点项目中推行全寿命周期费用管理。案例按照导弹武器系统的全寿命周期,分阶段中介绍全寿命周期费用管理方法的实施过程。 通过研究,论文对承制方的全寿命周期费用提出改革措施和费用估算模型,对承制方加强武器装备全寿命周期费用管理,提高武器装备效益提供了思路和支持。  
英文摘要:Aerospace industry enterprises take on the historically important tasks that are expediting the modernization of national defense industry, safeguarding the integrity of motherland’s territory and creating a favorable and peaceful environment for the economic development. Through efforts of tens of years, the aerospace industry has gained great achievements. A large number of advanced weapon equipments have been delivered to the army, which enhanced the battle effectiveness. However, the systematic reformation of war industry enterprises has been conducted since 1999. The aerospace academies that grew up under the planned economy system have been gradually entering the civil economic market and participating in the domestic even the international competitions, which will be faced with a good many of difficulties and changes. This paper studies the life-cycle cost management for the missile weapon system manufacturer by combining the basic theory of the life-cycle cost and the management system of aerospace industry. This paper introduces the management system of weapon system manufacturer and features of missile weapon system engineering, and analyzes the competition and challenges faced by the manufacturer as the market is changed a lot. The manufacturer is crying for reducing the life-cycle cost of weapon system by utilizing advanced cost management methods. Per the process of aerospace project development, the models of the development fare, the manufacturing cost and access cost are established separately by using the grading and stepping application parameter method, engineering method and expert judgment method to deeply understand the relationship of costs. Based on the life cycle cost management, by inducting competition system the paper conducts the concurrent engineering, utilizes new technology, new materials, new manufacturing processes, takes on the ways of standardization, generalization and modularization to realize the objectives of reducing life cycle cost of the weapon system, improving the efficiency-cost ratio and saving procurement cost. By increasing the development devotion, cultivating large-scale aerospace industry group, optimizing the procurement system, innovating pricing management ways, the manufacturer is further advanced to impel cost management reformation of life cycle from exterior environment. Its independent innovation capability and market competition capability are enhanced, which makes the manufacturer be an eligible market participator and be concerned with the broad international competition and exchange and makes the manufacturer’s overseas market be enhanced so that the competition capability of Chinese weapon equipment and China’s international influence will be improved. Taking the system design department as the example. Introduce the life-cycle cost management of the weapon equipment for carry into execution. Through study, this paper put forward measures and estimating model of the life-cycle cost for the aerospace industry, which provide technological support for strengthening the life-cycle cost management of the weapon equipment and increasing the benefit of the weapon equipment.
