中文摘要：	项目前评估是在项目可行性研究的基础上，根据有关政策、法律法规、项目评估理论，采用相应的评估理论和方法，对拟建项目的前期方案进行全面的技术论证、经济论证和再评价过程，以此判断项目方案的优劣和可行与否，是项目决策的依据和必要条件。基于项目前评估的理论基础，本文对天津滨海新区目前在建的真实项目——滨海新区食药“智慧监管”云平台项目进行前评估研究。对该项目的实施必要性和可行性从理论上再一次进行验证。滨海新区食药“智慧监管”云平台项目是在滨海新区已建成的统一的政务专网、统一的云计算中心、统一的地理信息系统等先进信息技术基础上，结合物联网和云计算技术，采取统一规划、统一标准、统一接口的方式，整合原有资源，打造出的全方位、合理高效、互联互通的“智慧监管”云平台。属于政府独立建设的纯公共项目，以为公众提供食品药品安全免费服务，保障食品药品安全，带来更广泛的社会效益为根本建设目的。基于项目的性质，并结合专家意见，本文选取了该项目的建设和运行条件、项目技术、项目社会影响三个方面构建起项目前评估体系，共设定4个层次38项评估指标，对其中第四层次23个指标进行定性分析评估，对前三层次指标进行定量综合评估，利用层次分析法的软件yaahp构建判断矩阵，并得出各指标权重，然后邀请8位行业领域内的专家对各指标进行打分，利用“和积法”将各指标的得分值与权重相乘，得出各加权得分值，由此层层向上作“和积”，最终得到项目方案的综合评估结果。根据本文研究结果，滨海新区食药“智慧监管”云平台项目的最终综合评估得分为83.3522分，项目评估结果为优：项目符合政府的政策导向和产业规划、拥有良好的建设和运行环境、技术合理可行；组织管理科学严谨、资金预算合理可控。本文从项目前评估理论上进一步验证了该项目的实施必要性和可行性。在此也预祝该项目的建成并投入使用，在强化滨海新区食品药品监管，保障滨海新区公众饮食用药安全方面发挥更大的作用。
英文摘要：	Pre-project evaluation is the process of conducting a comprehensive evaluation on a project’s technological, financial factors etc. according to the relevant policies, laws and regulations, methods and parameters, so as to reach a referential report on the project’s quality and feasibility, and it is the basis and necessary step for the decision on a project. Based on this theory, this paper is a pre-project evaluation on Tianjin Binhai New Area Food and Drug “Smart Supervision” Cloud Platform Project, which is a real project that is under construction in Tianjin. So from this aspect, this paper re-verifies the necessity and feasibility of this project. Based on the existed information and digital basis, Binhai Food and Drug “Smart Supervision” Cloud Platform Project is aimed to build a comprehensive, reasonable, and connectable platform, making full use of the unified government affairs’ network, unified cloud computing center, and the unified geographic information system, combining with the IOT and cloud computing technologies, by unified planning, unified standardizing, and unified interfacing. This is a pure public project that ran by the government to provide free services for the residents in the district, in order to ensure the food and drug safety, with creating an extensive social benefit being its final purpose. Therefore, based on the project’s nature and also based on experts’ advices, this paper takes the project’s operating conditions, technological factors, and social influence to build the project evaluation system, including 4 levels with 38 indexes in total. Qualitative assessment of the fourth level 23 indicators, quantitative assessment of the first three indicators, The method of AHP is supplied with the Yaahp software to construct the judgment matrix and the weight of each index, and then eight experts in the related industry are invited to score on the each index, and the method of ANC is supplied for the final general score of the project. According to the result, the Binhai Food and Drug “Smart Supervision” Cloud Platform Project’s final score is 83.3522 points, which is considered as “Excellent”. The project conforms to the policy guidance of the government and industry planning; it has a good construction and operation environment; the project’s technical plan is reasonable and feasible; the organization of the project and the management is scientific and rigorous; the budget of the project is reasonable and manageable. This paper re-verifies the necessity and feasibility of the Binhai Food and Drug “Smart Supervision” Project with the theory of pre-project evaluation. Hereby the author looks forward to a successful construction and running of this project, so as to improve the supervision on food and drug in Binhai New Area, and to ensure the food and drug safety of the residents.
