| 中文摘要: | 近年来,M海关的发展缓慢,工作创新不足、任务完成质量不高,创新性工作不多,队伍的凝聚力不强,存在很多队伍建设、部门协调的问题。究其原因主要在于M海关管理沟通不通畅,内耗过多,推诿扯皮的事情过多,领导的领导能力不足等。加之“8.12”事件的发生,事件的后遗症长时间的影响着M海关的工作效率和质量,M海关的关员自上而下的弥漫一种只求自保的处事风气,很多原先平常的事务性工作在办理起来也更加艰难,很多领导干部不敢担当作为,很多部门间变得勾心斗角。这些因素严重制约着M海关的发展,为此有必要在这个关键时期对M海关工作中管理沟通问题进行系统的梳理,使得M海关能尽快调转船头,向正确的方向航行。在深入了解近五年M海关的工作环境、工作方向、工作目标和工作实际的基础上,结合自身的亲身经历与平日积累收集的现实案例的分析,通过认真思考总结,从横向和纵向两个角度记性分析,横向角度运用“组织层面-文化层面-领导层面-关员层面”的思路进行问题分析,发现了管理沟通中的问题,包括职能部门工作惯性大、朝令夕改、推托扯皮、公仆意识淡薄、功利心过重、缺乏工匠精神、领导缺乏主动、领导管理能力不足、官本位思想严重、一次性告知制度执行不力、沟通缺乏真诚等。随后针对管理沟通的问题,从纵向角度运用“发现问题-原因分析-对策阐述”的纵向分析思路对M海关工作中管理沟通的问题进行研究,通过结合M海关工作中的实际情况,剖析出M海关产生管理沟通问题的原因,并一一对照四层问题进行阐述,包括垂直领导体系的影响、官本位思想严重、领导缺乏管理艺术、关员缺乏活力等原因,其中这些原因又在相互影响着,互为因果,导致M海关管理沟通出现了很多问题。最后针对问题和原因逐条给出四个层面的具体对策,包括上下联动形成合力、健全沟通渠道、职能部门担当作为、提高服务意识、强化整体担当意识、弘扬工匠精神、提高领导干部大局观、营造顺畅的关内环境、换位思考、为关员建言献策创造环境、关员积极建言献策等对策。旨在为天津海关更好的发挥自身职能、取得更大的成绩献出一份正能量。 | |
| 英文摘要: | In recent years, the development of M customs is slow, lack of innovation and quality is not high, completion of innovative work is not much, team cohesion is not strong, there are a lot of team construction, department coordination problems. The main reason is that the management of M customs is not smooth, the internal consumption is too much, the prevarication is too much, the leader leadership is insufficient.
