中文摘要：	在中国，招商引资是省市级地方政府通过吸引外部资源，拉动本省市经济发展和增长的重要手段之一，政府主导是目前地方招商活动的鲜明特色，而招商推介会是目前省市级招商推介活动的主要形式。近年来，随着招商环境的变化，省市级地方政府对招商推介会的质量和效果日益关注，而政府主体特征决定了省市级招商推介会项目质量管理的重心在质量计划环节，探讨如何建立一套行之有效的省市级招商推介会质量计划流程、框架和方法，对于提升省市级招商推介会质量和效益，进而大幅推进省市级地方政府招商引资活动具有重要理论和实践意义。 本文综合运用了文献研究、理论分析和实证研究的方法。首先从省市级招商推介会项目质量管理及项目质量计划两个方面进行了理论回顾。在此基础上，从质量的一般概念入手，结合省市级招商推介会的特点，从顾客需求和减少缺陷两个角度定义了省市级招商推介会质量、质量管理、质量计划的定义。明确了省市级招商推介会的内容和特点。形成了省市级招商推介会项目质量计划一般流程，及质量计划框架。提出了省市级招商推介会的质量标准。按照质量计划工作完成的阶段，将省市级招商推介会项目质量计划分为会前质量计划、会中质量计划和会后质量计划。明确了每个阶段的质量计划内容、质量标准、计划安排以及工作绩效考核工作。形成了较为完整的省市级招商推介会流程管理体系。最后，本研究结合工作实践，将所构建的省市级招商推介会项目质量计划理论体系和流程框架应用于天津自由贸易试验区东京招商推介会项目的质量保障体系设计之中，验证了模型框架的可行性和合理性，并总结规律性经验对理论进行补充完善。 本研究一方面探索性地构建了省市级招商推介会质量计划理论体系，丰富了项目管理应用领域的维度，另一方面对进一步论证和探讨项目质量管理理论对推动省市级招商推介会质量计划的理论和实践具有积极意义。
英文摘要：	In China, investment is one of the important means by the provincial and municipal local government to attracting external resources and stimulate the economic development and growth. The main form of investment promotion is led by governments. And the investment promotion conference is the main form of the provincial and municipal investment promotion activities currently. In recent years, with the change of business environment, the provincial and municipal local government pays more attention to the quality and effect of investment promotion. The characteristics of government-led determines that quality plan is the center of the project quality management. Therefore, it is theoretically and practically meaningful to explore a set of effective provincial and municipal investment promotion quality planning process, framework and methods for its quality and efficiency. This thesis uses the methods of literature research, theoretical analysis and empirical research. First of all, it reviews the theories of project quality management and project quality planning. On this basis, this thesis identifies the definition of provincial and municipal quality of investment, quality management, and quality plan. The contents and characteristics of provincial and municipal investment promotion conference are defined. The provincial and municipal investment promotion project quality plan general process, the quality planning framework and the quality standard are proposed. This thesis also put forward the quality plan content, quality standard, plan arrangement and work performance evaluation of each stage. Finally, the provincial and municipal investment promotion project quality plan is applied to the Tianjin free trade zone Tokyo investment promotion project quality assurance system design, which verifies the rationality of the model. On the one hand, this thesis constructs the provincial and municipal investment promotion quality planning theory system. On the other hand, it provides the practical guide to propel provincial and municipal investment promotion conference.
