中文摘要:近年来,随着全球科技的迅猛发展,社会已经进入到信息化时代。信息通信的设备升级更新不断,通信行业不断壮大。电力通信网的作用从最早的仅保障电力系统安全稳定运行逐渐扩大为全面服务企业各个部门,助力现代化企业建设。如今的电力通信网已不仅对保证电力系统的安全稳定运行有着举足轻重的作用,更是电网调度自动化、电网运营市场化和管理现代化的基础,是确保电网安全、稳定、经济运行,提高公司盈利能力的重要手段,是电力企业重要的基础设施。国家电网公司一直致力于加强企业的智能化、信息化建设,目前已结合电力输电网的网架结构,按照分级、分层、分区的原则建成了自上而下的SDH光传输设备电力通信网。 SDH光传输网是目前国家电网公司运用最广泛的电力光传输系统,是电力通信网的重要组成部分,是各四级通信网主要乃至唯一的光传输网系统。国网天津滨海供电公司的ECI SDH光传输网始建于2006年,经过10多年的运行目前存在着设备超期运行、大量设备停产、板卡故障率高、光缆资源不足,网络带宽不满足实际运维需求等问题,急需进行电力通信网光传输系统改造。电力通信网光传输系统改造项目自身具有工程量大、技术性高、投资额较大、改造周期较短等特点,导致电力通信网光传输系统改造项目存在技术要求高、设备种类繁杂、涉及到的部门多,项目决策难度大等问题,本文旨在通过对天津滨海供电公司SDH光传输系统改造项目的风险管理研究,梳理出适合于电力企业天津滨海供电公司SDH光传输系统改造项目的风险管理办法。文章首先简要介绍了项目管理和项目风险管理的相关知识。其次,对天津滨海供电公司的通信资源现状及面临的问题进行了简要说明。再次,运用专家经验和头脑风暴法、项目风险核查清单法和情景分析法等多种方法对天津滨海供电公司SDH光传输系统改造项目进行了风险识别。然后根据识别出的项目风险,采用科学的手段进行该项目的风险评价,对风险进行分析和风险等级的排序。最后结合天津滨海供电公司SDH光传输系统改造项目的时间情况制定出行之有效的项目风险的应对措施,最大程度的降低项目风险,确保项目顺利完成,实现既定的项目目标。 
英文摘要:Science and technology have developed rapidly over the globe in recent years. Society has entered the information age information and communication equipment continue to update, whilst the telecommunication industry keeps growing. Electric power telecommunication net has developed from its original function of ensuring the safe and stable operation of electric power system to a comprehensive support to each section of enterprises which empowers the modern enterprise construction. Nowadays the electric power telecommunication net not only plays a significant role in ensuring the safe and stable operation of electric power system, but also lays the foundation of automation of electric network management, commercialization of electric network operation and modernization of its management. It is an important method for ensuring the safe, stable and economic operation of electric network and improving the company’s profitability, and it’s also a significant infrastructure of electric power enterprises. State Grid Corporation of China has been committed to strengthening the intellectualization and informationization construction of enterprises. In accordance with the principle of dividing on class, level and area bases, State Grid Corporation has built a top-down SDH optical transmission equipment electric telecommunication network, by combining with the electric power transmission grid structure. SDH optical transmission network is an electric power optical transmission system,which the most widely used system in State Grid Corporation of China, which is an important part of electric power telecommunication network and also the main and the only optical transmission network system in all 4-level telecommunication networks. ECI SDH optical transmission network of State Grid Tianjin Binhai Electricity Power Supply Company has been build in 2006. There are many problems existing in the network since over 10 years operation, such as overtime services and phase-out of equipment, high failure rate of chips, lack of optical cable resources and the network bandwidth cannot meet the actual demands of operation. ECI SDH optical transmission should be reconstructed urgently. The reconstruction project is a large project, which demands high technologies and a relatively large amount of investment in a limited project period. Therefore, it has many challenges, such as the high-demand of technologies, variety of operations, a large number of involved departments and sections and difficulty in making project decisions. The thesis aims to find out a risk management method for SDH optical transmission system renovation project of State Grid Tianjin Binhai Electricity Power Supply Company based on the risk management research on this reconstruction project. The author firstly introduced relevant knowledge of project management and project risk management, and then briefed current telecommunication resources of State Grid Tianjin Binhai Electricity Power Supply Company and its problems. After that, the author applied experts’ experience, brain-storm method, project risk clearance method and scenario analysis method to make a risk recognition of this renovation project. In accordance to the project risk resulted from previous risk recognition, the author made a risk evaluation of this project and ranked its risk level via scientific methods. In the conclusion of this paper, it provides a solution to the project risk according to the project time, to minimize its risk and ensure the smooth and successful completion of the reconstruction project.
