| 中文摘要: | 洗钱是金融秩序中的“毒瘤”,可能会对经济,安全和社会造成巨大的创伤。 洗钱犯罪活动可能出现在任何国家和地区,尤其是发展中国家、新兴市场以及 金融体制脆弱的国家和地区。然而,反洗钱工作不能一蹴而就,尤其是针对中 国这样一个在国际中举足轻重的国家。加强对洗钱问题的研究,有计划、有目 的的推动反洗钱监控是中国政府和金融机构,以及全社会都有待解决的现实课 题。本文从国内商业银行的角度对洗钱现状和反洗钱管理对策进行研究,以国 内外反洗钱对比以及反洗钱工作中存在的问题研究为侧重点,以反洗钱管理对 策为结论点,探索国内商业银行反洗钱管理工作的发展方向。 本文以 S 银行反洗钱管理现状为基础,运用历史分析、对比分析、实例分 析等研究方法,结合我国各类监管机构对反洗钱监管的侧重点进行比较,研究 S 银行在反洗钱工作中存在的问题,面临的挑战以及相应的管理对策。本文共 分六个章节。第一章介绍了文章研究的背景与选题意义、研究内容与研究框架、 研究方法与创新点;第二章描述了洗钱的定义,进行了理论回顾及文献综述; 第三章介绍了 S 银行反洗钱管理现状;第四章进行了国内外,以及不同金融领 域反洗钱工作的对比分析,提出了 S 银行反洗钱优化模式;第五章研究了 S 银 行优化方案实施以及用具体的案例进行回溯研究;第六章是研究结论及发展趋 势展望。 根据研究分析结果,本文最终指出 S 银行未来反洗钱管理的对策和发展方 向:一是在客户尽职调查方面,提出了一些关于反洗钱风险分类及客户身份识 别工作的想法。针对不同类型的客户设计不同类型的反洗钱以及客户尽职调查 管理模式,提高其操作性和适用性。从源头上就筛选好优质客户,管理好客户 反洗钱风险。二是不断优化系统,加强银行内部数据与独立第三方数据库的链 接。运用电子技术,尽量排除掉无效数据,使有限的资源运用到真正需要的地 方。同时,对开户资料、客户背景、业务性质、账户用途、可疑交易以及大额 交易等多个方面进行综合分析。另外,对界定反洗钱工作人员的选拔标准和能 力要求给出一些建议。金融机构须培养复合型的反洗钱人才队伍、提高反洗钱 从业务人员的专业素质和注重培养他们的工作经验。 | |
| 英文摘要: | Money laundering activities are malignant tumors on the “body” of financial society which could cause great impact on the economy, security and society. Money laundering criminal activities may occur in any country and region, especially in developing countries, new markets and the countries and regions where the financial system is fragile. However, anti-money laundering matrix cannot be completed overnight, especially for China, a country that is important and unique in the world. To strengthen the study of money laundering, planned and purposeful to promote anti-money laundering monitoring is practical issues for the Chinese government and financial institutions, as well as the whole society to be solved. This article studies the current situation of money laundering and the countermeasures of anti-money laundering from the perspective of domestic commercial banks, focusing on the research on anti-money laundering and the problems in anti-money laundering work, and exploring domestic commercial banks with anti-money laundering management measures as the conclusion. The purpose is to find the development direction of anti - money laundering management. Based on the current situation of S bank anti-money laundering management, the article uses historical research, comparative assessment, case study and other investigation approach, combined with China's various regulatory agencies focus to study the Bank's anti- Problems, challenges and related management strategies. The article is divided into six chapters. The first chapter introduces the background and the significance of the research on Money laundering, the research content and the research frame, the research approach and the innovation; the second chapter records the definition of money laundering, carries on the theoretical review and the literature review; the third chapter introduces the S bank; The fourth chapter is carried out at home and abroad, as well as different financial areas of anti-money laundering work comparative analysis, put forward S bank anti-money laundering optimization model; the fifth chapter of the S bank optimization program Abstract IV implementation and the use of specific cases for retrospective study ; The sixth chapter is the research conclusion and the development trend prospect. According to the results of the research and analysis, the article points out the countermeasures and development direction of S bank's future anti-money laundering management. First, the suggestions on the risk classification and customer identification work are put forward. Designing different types of anti-money laundering and customer due diligence management models for different types of customers can help to improve the operability and applicability. From the beginning to filter good quality customers, manage the anti-money laundering risk of customer. The second is to improve the level of automation, strengthen the bank internal data and independent third-party database link. Use of electronic technology, try to exclude invalid data, so that limited resources to the real needs of the place. At the same time, comprehensive analysis of account data, customer background, business nature, account use, suspicious transactions and large transactions and other aspects of a comprehensive analysis.
