中文摘要：	企业社会责任，这一概念诞生于上世纪。企业只有更好地履行社会责任，才能为自身和社会、环境的和谐发展做出贡献，才能为自身战略目标的实现奠定更加扎实的基础，为此政府和社会对企业社会给予更多的重视。公共服务企业，不但要努力创造更多的财富，更应该参与到经济结构的调整中来，共同构建更加有序的社会。由此，公务服务企业社会责任受到了广泛的关注。天津能源集团具有公共服务的属性，更应该主动承担起社会责任。然而考虑到时、空间渐进性，引发思想、情感、文化、道德等短时间无法转变，加之人文、自然、科技及环境冲突，该公司在履行社会责任的过程中碰到了种种难题，成为和谐社会目标实现的阻碍。所以，企业能够在多大程度上履行社会责任，直接关系到社会目标发展的实现。公共服务企业履行社会责任具有广大的重要意义，因其是肩负着企业经营管理和公共服务管理的双重任务，这就是与其他企业最大的区别，既符合了企业自身经营战略发展的需求，又紧紧跟随着时代发展的步伐，所以主要以民生的基本供给和服务作为其提供产品和服务的对象，具有普遍性、不可或缺性，而国家经济的稳定发展和社会和谐统一又受其供给情况的影响，由此可见，公共服务企业在和谐社会发展建设中是其他企业履行社会责任的先锋旗帜，必须身先士卒、以身作则、自我激励做好带头作用，并且企业的稳定发展和社会价值的体现可通过履行企业社会责任来有效实现。中国的公共服务企业社会责任履行发展至今，大体状况趋势发展良好，但也避免不了存在一些缺陷，要解决这些问题，无论是公共服务企业自身，还是政府、社会公众、行业协会、新闻媒体等社会各方组织都应联合起来，先明确定位自己，共同努力、发挥各自的作用和应尽的责任。与国外的一些国家相比，因国内公共服务企业对社会责任研究的时间较短，还有很大的发展和成长空间。但是目前中国公共服务企业社会责任的研究重点是，有效落实公共服务企业的责任所在，培养公共服务企业社会责任的综合竞争力，引导和发挥公共服务企业对社会的贡献追求和先锋模范作用，树立企业在全球经济交往中的良好形象。公共服务企业社会责任研究的重要意义在于，一方面可掌握了解公共服务企业的社会形态发展状况，另一方面又能全面深入了解公共服务企业的责任意识水平的提高，还有增强中国公共服务企业的综合竞争力，这些都具有时代发展性。选择公共服务企业为对象，首先介绍国内公共服务企业履行社会责任方面的实际情况，探讨这方面存在的问题，从自身和制度两方面着手，探讨企业并未充分履行社会责任的根源之所在，在此基础上提出有效的措施。本课题研究由五个章节构成，各个章节的主要内容为：首先是重点阐述本课题研究的意义之所在，梳理全球范围内这方面的研究成果，给出文章的主要内容，介绍文章应用到的研究方法，为后续的研究做好理论上的铺垫。然后在当前的时代背景下，阐述公共服务企业社会责任假设的作用和意义之所在，介绍其内涵和性质，探讨公共服务企业应该承担的社会责任。其次是选择天津能源集团这一具体的案例，在阐述案例企业现状的情况下，客观地评价其在践行社会责任方面取得的突出成果。再次为重点内容是阐述企业责任建设的实际情况，分析这方面存在的问题，从而揭示出该企业在履行社会责任方面的外部现状和在这方面的表现。从制度、政府这两个外部因素，以及企业内部因素着手，挖掘导致企业缺乏社会责任感的深层原因。最后主要分析了如何加强企业的责任意识，做好社会责任建设，针对前文中确定的问题原因，提出让企业更好地承担社会责任的举措，这一章是本文的重点部分。案例企业这类公共服务企业，怎样才能更好地承担社会责任？在通过之前的分析找到问题的根源后，提出如下应对措施：其一，政府应该以法律、制度、执法为切入点，搭建促进公共服务企业履行社会责任的完整体系；其二，行业协会和社会责任管理组织要加强这方面的研究，结合我国的实际情况，拟定公共服务企业社会责任标准，为评价企业社会责任履行提供可行性方案。加之，公共服务企业履行责任的实践工作也能起到一定的推动作用。其三，新闻媒体和民众要对企业进行监督，督促企业更加主动的履行社会责任。最后，公共服务企业要健全对社会责任的认识，提高自身的管理水平，以更好地履行社会责任，推动社会的良好发展。天津能源集团企业要找到企业自身的定位，并结合西方国家优秀的经营管理经验和社会责任管理理论和方式，根据中国具体国情和企业的实际发展状况，制定出适合自己发展的道路，实施过程中，做好相关方沟通与回应机制工作，建立完善的企业社会责任管理体系，努力促进转变综合信息服务提供商的战略方向，构建和实现企业、人、自然、社会、环境的和谐统一、共同发展。文章采用文献综述方法，在中国期刊数据库中查找和本课题研究有关的资料，同时在图书馆、网络中查阅了大量的相关文献，从而了解涉及到政府管理、公共服务企业社会责任建设等方面的研究成果，为后续的研究奠定扎实的理论基础。系统分析方法。以相关的理论基础作为依据，分析目前国内公共服务企业承担责任的状况，探索这方面存在的一些问题，并对这些问题进行深入讨论，提出针对性的解决措施。案例分析法。以具体的企业为案例进行研究，提高文章研究结论的说服力。
英文摘要：	The concept of corporate social responsibility, was born in the last century. Compared with some foreign countries, there is still much room for development and growth for domestic public service enterprises to study social responsibility for a relatively short period of time. But the current research focus of Chinese public service of corporate social responsibility, the implementation of the public service enterprise responsibility, comprehensive competitiveness cultivation of public service of corporate social responsibility, guiding public service enterprise's contribution to the society and pursue the vanguard and exemplary role, establish a good corporate image in the world in economic intercourse. Is the significance of the research on the social responsibility of public service enterprises, one can understand the social development situation of public service enterprises, on the other hand, in-depth understanding of public service enterprises to raise the level of sense of responsibility, and enhance the comprehensive competitiveness of China public service enterprises, the development of the times has. The choice of public service enterprises as the object, first introduced the domestic actual situation of public service enterprises to fulfill their social responsibility, to explore the existing problems from two aspects and its root system, discusses the enterprise did not fully fulfill their social responsibility, which is based on the effective measures. Then, under the current era background, this paper expounds the function and significance of the social responsibility assumption of public service enterprises, introduces its connotation and nature, and probes into the social responsibility that the public service enterprises should undertake. Secondly, this paper chooses Tianjin energy group as a specific case, and expounds the outstanding achievements in social responsibility of the case enterprise under the situation of the case enterprise. Thirdly, this paper expounds the actual situation of the construction of corporate responsibility, analyzes the existing problems in this aspect, and reveals the external status quo and performance of this enterprise in fulfilling social responsibility. Third, the news media and the public to supervise the enterprise to urge enterprises more actively fulfill the social responsibility. Finally, the public service enterprises to improve the awareness of social responsibility, to improve their management level, to better fulfill the social responsibility, to promote the development of the society. This paper adopts literature review method, related information search in Chinese journal database and the research, and referring to a large number of related literature in the library, in the network, so as to understand the research achievements related to government management, public service enterprise social responsibility construction, lay a solid theoretical foundation for the follow-up study. System analysis method. On the basis of the relevant theoretical basis, this paper analyzes the current situation of domestic public service enterprises to undertake the responsibility, explores some problems existing in this aspect, and discusses these problems in depth, and puts forward targeted solutions. Case analysis method. Taking specific enterprises as a case study to improve the persuasiveness of the conclusions of the article.
