中文摘要：	我国现在处于经济转型期，以往的城市基础设施建设给地方政府造成沉重的债务负担，且此地方政府债务危机也致使公共基础设施建设中投融资体制和管理方式的改革与创新能动力不足，已严重影响到我国经济社会的健康发展。 公共基础设施建设领域，地方政府融资平台公司可以说发挥了不可替代的作用，但同时也因融资手段单一、融资渠道狭窄、债务负担沉重、政企角色不明等问题，形成了庞大的债务规模。近年来国家出台一系列限制地方债务的文件，要求剥离地方政府融资平台公司的融资职能，促使地方政府融资平台公司进行合并重组、转型升级等改革，实现“脱平台功能转市场化运作”和盈亏自负，激发平台公司创新发展的内生动力。 近年来PPP模式作为广受关注的一种投融资模式，尤其十八届三中全会以来受到国家中央及各部委的大力支持和推动，一般认为PPP模式能有效缓解公共基础设施建设资金的不足，既可以有效缓解地方债务压力，也可引导社会资本进入公共基础设施建设领域，增加公共基础设施的投资总额，加快公共基础设施建设的速度。目前，PPP模式的运用尚欠规范欠成熟，那么在新旧融资建设模式改革过程中，地方政府融资平台公司如何主动做好承上启下、充分利用既有的人力、物力、财力通过PPP模式做好转型升级工作，不仅有利于促进公共基础设施建设并化解地方债务困局，也是切实解决公司自身存活发展的根本所在。 本文研究基于此，以PPP模式的政策梳理、理论研究和案例分析相结合的方式，就地方政府融资平台公司如何运用PPP模式实现升级转型等一系列问题展开研究和分析，最终得出在目前的经济形势和政策环境下，地方融资平台公司利用PPP模式来进行转型升级是具有可行的，并且是优于传统融资建设模式的。
英文摘要：	China is now in the period of economic transformation. The past municipal infrastructure construction has caused heavy debt burden to local governments. And due to various problems of sole financing method, narrow financing channels, heavy debt burden, unclear role of government or company, and so on, the financing platform companies of local government need to urgently upgrade their model to achieve the goal of self-financing. In recent years, as a kind of financing mode of wide concern, PPP model is strongly supported and promoted by the central ministries and states, especially since the third Plenary Session of the 18th CPC Central Committee. It is generally believed that the PPP model can effectively alleviate the shortage of public funds for infrastructure construction, not only effectively alleviate the regional debt pressure, but also guide social capital into public infrastructure construction field, so as to increase the total investment in public infrastructure, and accelerate the steps of infrastructure construction. At present, the application of PPP mode is still not normalized or mature. Therefore, in the reforming process of construction financing mode, how the financing platform companies of local government take the initiative to link and make full use of existing human, material and financial resources to upgrade through the PPP mode, is not only conducive to the promotion of public infrastructure construction and resolve local debt woes, but also to solve the problems that are fundamental to the survival and development of the companies themselves. Based on above, by combing the policy analysis, theory research and case analysis of the PPP mode, this article conducts research and analysis on a series of problems of how the financing platform companies of local government apply the PPP model to achieve transformation and upgrading. Finally it is concluded that in current economic situation and policy environment, it is feasible for the financing platform companies of local government to use PPP mode.
