中文摘要：	食品药品安全事关民生福祉，党和国家高度重视。随着改革开放不断深化，食品药品检验检测市场准入逐步扩大，第三方检验检验机构方兴未艾，作为国内食品药品检验检测的重要支撑力量，负责食品药品检验检测的政府实验室面临着诸多机遇与挑战。本文在大量检索查阅国内外相关文献的基础上，基于竞争战略理论、资源能力理论，以天津市药品检验研究院为例，运用PEST分析、五力模型分析对其所处的外部环境进行了深入系统地剖析；结合采用资源能力模型对其内部资源进行有效识别与评价；根据SWOT分析，指明了天津市药品检验研究院的优势与劣势、机遇与挑战，结合内外部分析，得出了竞争战略的选择依据和选择方案，明确了天津市药品检验研究的使命、愿景以及战略目标，制定了适合自身特点的差异化竞争战略，分别给出了具体化的业务战略目标和职能战略目标，详细阐述了实施检验检测、科研发展、人才培养、信息化建设等措施和对策，有效规划了竞争战略的实施过程与方法，提供了确保战略落地的组织、经费和成效保障，以及必要的人力、技术、设施和信息化的软件与硬件资源配置。本文的价值与创新主要有两点。第一，论文把战略管理理论应用到天津市药品检验研究院战略管理中，具有一定的应用创新价值。作为政府实验室的天津药品检验研究院在发展的重大机遇期，及时引入了竞争概念，首次提出了实施竞争战略，搭建了竞争战略的实施框架和措施，这是对于天津市药检院来说，是改变传统观念，主动谋求变革的一次大胆尝试。第二，论文以天津药品检验研究院作为研究对象，运用SWOT等分析方法阐述了其外在环境和内部资源，探究了其竞争战略的制定、实施、保障与资源配置。论文研究对天津药品检验研究院的战略管理具有重要的指导作用。同时，论文从天津市药检院这一个点入手，以点带面，其研究对尚未完全开放的药品检验行业和身处政府实验室的其它药检企业具有一定的参考价值和借鉴作用。
英文摘要：	Food and drug safety is related to the well-being of the people's livelihood, and the party and the state attach great importance. With the deepening of reform and opening up, third-party inspection and testing institutions in the ascendant, as the important supporting forces for testing the domestic food and drug, government laboratories face many opportunities and challenges. Based on the theory of competitive strategy and the theory of resource capacity, this paper takes Tianjin Institute for Drug Control as the example, carries out PEST, five-force model and resource capacity model to analyze the external and internal environment. Combined with comprehensive analysis, the competitive strategy is obtained. It clarifies the mission, vision and strategic goal of Tianjin Institute for Drug Control, sets out the differentiated competitive strategy, gives the specific testing and management objectives and accordingly measures. It provides the soft and hard resources to ensure the implementation of the strategy. There are two main points in the value and innovation of this paper. First, applied the theory of strategic management to Tianjin Institute of Drug Control has some theoretical and innovative value. In the great opportunity period of Tianjin Institute for Drug Control, it is the first time that induced the concept of competition within the institute, map out the competitive strategy framework and take the initiative to seek a bold attempt to change; Secondly, taking Tianjin Institute of Drug Control as the research object, this paper expounds its external environment and internal resources by SWOT and other methods, and explores the formulation, implementation, and guarantee and resource allocation of its competitive strategy. The research has an important guiding role in the strategic management of Tianjin Institute of Drug Control, and also has a strong reference to the inspection industry development as well as other government laboratory.
