中文摘要：	随着世界环境日趋恶化，作为可再生能源的风力发电越来越受到人们的关注。全球风电产业并购的风起云涌，令整机生产商间竞争更加激烈，从着眼于前沿技术和潜在市场的开发到专注于自身精益管理的创新，都在积极的增强自身优势以面对快速变化的竞争世界。 E风电经过20多年的发展，从创立抢占市场先机到全球供应链并购的突飞猛进，市场份额一度处于全球风电前五名，但不容忽视的是凶猛的并购也给公司的管理带来了很大的冲击，激进的财务投资也造成资金链的紧张，供应链的矛盾因素日益显现，如何适应新时代的新能源政策下风电生产，提高供应链下的精益采购管理是E风电管理者所面临的课题。为此，E风电开启了一系列精益化改进，着重加强了供应链下的采购精益管理。 本文首先对供应链下的采购和传统采购的理论进行了分析，根据E风电企业的现状，特别是采购管理方面的研究，对传统采购管理组织进行改造，把采购，物流，进出口，计划和库存管理，整合到一个完整的供应链里，完善了采购开发流程，质量控制和绩效分析。 在归纳总结理论研究和风电供应链精益采购市场现状的基础上，综合分析了E风电现在的采购策略，采购流程控制，和总拥有成本控制等要素，主要研究了针对E风电传统采购进行了供应链控制下的精益采购转化实施，进一步加强了公司内部和供应商管理的协同效应，从而促进企业改善自身供应链管控系统的缺陷、明确改进方向，为同行企业推行供应链采购精益化管理提供借鉴。
英文摘要：	With the deterioration of the world environment, more and more attention has been paid to wind power generation as renewable energy sources. The global wind power industry mergers and acquisitions to the producers raging like a storm, the competition between the more intense, from the focus on cutting-edge technology and potential market development to focus on their own innovation of lean management, are actively enhance their own advantages to face the change of the competition in the world. E wind power after 20 years of development, from the creation of the market to seize the opportunity to advance the global supply chain of mergers and acquisitions, the market share of the global wind power was in the top five, but can not be ignored is fierce mergers and acquisitions to the company's management has brought great impact, the radical financial investment caused by capital chain tension, contradiction the factors of the supply chain is more and more obvious, how to adapt to the new energy policy of wind power production of the new era, improve the lean procurement management under supply chain is E wind power management challenges. To this end, E wind power opened a series of lean improvements, focusing on strengthening the procurement of lean management in the supply chain. This thesis firstly introduces the theory of supply chain procurement and traditional procurement are analyzed, according to the current situation of E wind power enterprises, especially the research of procurement management, procurement management of traditional organization transformation, the procurement, logistics, import and export, planning and inventory management, integrated into a complete supply chain，the sourcing process improvement, quality control and performance analysis. In the summary of theoretical research and current situation of wind power market supply chain lean procurement on the basis of a comprehensive analysis of the procurement strategy now E wind power, the control of procurement process and the total cost of ownership control and other factors, mainly studies the supply chain under the control of lean procurement for E wind power conversion to further strengthen the implementation of traditional procurement. The synergistic effect of internal and supplier management, so as to promote the enterprises to improve their own defects, supply chain management and control system of the clear improvement direction, provide reference for the implementation of the procurement supply chain lean management company.
