中文摘要：	在当前我国“走出去”大背景下，我国承包商已经着手参与到大量海外工程项目中。承包商能否在投标过程中深入了解客户需求、掌握项目所在国的环境及政策特点识别并分析项目风险、衡量承包商自身价格情况和竞争对手的影响情况等并结合以上信息对承包商自己的所有方案做恰当的分析评价是承包商做好海外项目投标工作的前提基础；同时，承包商在投标过程中适当采取有效的实施技巧也将有利于提高项目中标率并且在中标后给项目带来更多利润。 本研究首先对国内外项目投标研究现状进行了理论回顾，然后介绍了我国承包商参与海外工程项目的现状、特点及存在的主要问题；因为项目投标是具有很强实践性的工作，所以作者将从事海外工程项目投标的实际工作经验与影响海外项目中标的主要因素进行了结合并完成了项目投标方案评价指标体系的构建；所构建的方案评价指标体系涵盖项目风险、价格影响因素、客户需求、竞争对手情况等几个方面，然后运用了项目风险登记册、QFD质量功能展开、专家判断等方法事先完成了相关指标的定性及定量分析，最后采用AHP层次分析的方法对各个评价指标进行综合分析判断，从而给出承包商项目投标方案的综合评价排序用于支持承包商进行投标决策；此外，又从投标预算成本优化、编制投标文件、常用报价技巧、澄清及合同谈判等几方面针对投标实施给出了相关介绍及总结。最后，以中乌天然气管道AB线SCADA包项目投标为例，详述了案例方案评价及案例投标实施的全过程。 本研究针对承包商参与海外项目投标方案评价构建了评价指标体系的同时又进一步采用AHP层次分析法对影响项目方案中标的各个因素做了综合判断分析，更客观的评价承包商投标方案，较好的避免承包商过分依赖经验做决策的情况发生，对海外工程项目投标工作具有一定的参考意义。
英文摘要：	Under the background of ‘Going Out’ policy in our country, Chinese Contractors have been participated in many oversea engineering projects. During oversea engineering project bidding, whether contractors can obtain in depth comprehension of customer requirements, identify and analyze project risk basing on project host country environmental and policy characteristics grasped, equipoise the Contractor's own price and competitors influence factors, to analyze and evaluate contractor’s own proposals taking above information all considered, are the premises for contractor to win in oversea project bidding. At the same time, to apply appropriate bidding implementation skills can also bring advantages to increase the bidding win rate and ensure more profits after win. Firstly, a theoretical review for the status quo of domestic and oversea projects bidding was made, then introduced current status, features and main problems existing among Chinese contractors who participated in overseas projects bidding. As project bidding possesses strong practical works, this thesis combined author’s practical work experiences of oversea project bidding with main factors which influence project bidding wins, finally an evaluation index system for project bidding proposals was setup. The evaluation index system covers criteria of project risk, price influence factors, customer demands, status of competitors. Firstly, qualitative and quantitative analysis for all criteria need to be done by applying project risk register, QFD, expert judgement methods, then a comprehensive analysis of each evaluation criteria by AHP method to be applied. The AHP evaluation gives result of comprehensive sequencing for all optional proposals of the contractor, which supports contractor to make decision regarding which proposal to be chosen for bid. In addition, a summary for oversea project bidding implementation is given in regards of bidding budget cost optimization, preparation of tender documents, quotation and clarification and contract negotiation skills. Finally, taking the Uzbekistan-China Gas Pipeline-A/B SCADA Project bidding work as an example, described in details of the whole processes for project bidding proposal evaluation and implementation. This thesis creates an evaluation index system for evaluating contractor’s all optional proposals of oversea bidding, at the same time, it applies AHP (Analytic Hierarchy Process Method) to make comprehensive analysis and assessment for all criteria which influence bid wins, which evaluates contractor’s proposals more objectively and better avoids contractor to rely excessively on experiences of making decisions. It has reference value for the overseas engineering project bidding works to a certain extent.
