中文摘要:随着我国国防工业全面深化改革的不断深入以及军工科研院所转制工作的持续推进,军工科研院所即将进入新的发展阶段。在以体制机制的创新为主基调的新一轮改革中,军工科研院所如何面向市场,更好的配置和运用其优势资源,以各类关键技术为牵引,带动民品向产业化、规模化发展,这对于其既是机遇也是挑战。作为国有企业里一种特殊的存在,科研院所想在激烈的市场竞争中扬长避短,取得竞争优势,就必须认真剖析当前自身面临的问题以及外部环境,并制定适宜的发展战略。本文以SL研究所为例,对其内外部环境及战略体系进行研究,为其发展战略的制定提供一定的借鉴。 本文陈述了研究的背景和意义,梳理了相关概念和战略理论,阐述了了SL研究所的发展概况以及其所在半导体材料行业的发展现状和趋势,以相关战略理论基础为依据,从政治环境、经济环境、技术环境、社会环境四个方面对其所面临的宏观环境进行分析,通过五力模型对其竞争环境经进行了分析,对其内部优势资源进行了论述,运用SWOT分析法分析了SL研究所的外部机会与威胁、内部优势与劣势。最后,确定了SL研究所的战略定位、战略规划以及为实现战略目标应采取的保障措施,包括:体制改革中组织结构的调整、多方式多渠道解决发展所需资金、推进体制机制创新、加强经营管理、发挥人才优势和技术优势。最后得出研究结论,总结了不足与展望。  
英文摘要:With the deepening of the reform of the defense industry officially launched the work of comprehensive and in-depth and scientific research institutes, research institutes and the integration of military and civilian civilian industrial development will enter the acceleration phase, which is both an opportunity and a challenge for its. As a special existence in the state-owned enterprises, scientific research institutes to avoid weaknesses in the fierce market competition, competitive advantage, we must carefully analyze the current own problems and make appropriate development strategies. This paper takes SL Institute as an example to study its internal and external environment and strategic system, so as to provide some reference for the formulation of its development strategy This paper discusses the background and significance of the research, reviews the related strategic theory, the present situation of development of the SL Research Institute and the semiconductor industry, based on related theory as the basis, from the analysis of the macroeconomic environment facing the four aspects of political environment, economic environment, technology environment and social environment. Through the five forces model of the competitive environment by analyses of its internal resources are reviewed. SWOT analysis was applied to analyze the external opportunities and threats, internal strengths and weaknesses of the SL institute. Finally, the SL Institute for strategic positioning, strategic planning, in order to achieve the strategic target should take security measures, including: the system reform and the adjustment of the organizational structure, multi mode and multi channels to solve the funds needed for development, promoting system and mechanism innovation, strengthen the management and use of technical advantages. Finally draws the research conclusion, summarizes the insufficiency and the prospect.
