中文摘要：	非生产采购管理的概念虽然是上世纪末才提出来的用于控制企业运营成本方式的新型理念，但在近几年来，随着非生产采购占企业总成本比例的逐年提高，非生产采购已经越来越多地被生产型企业重视起来。究其原因可以看到，生产型物料成本控制的方法和手段已经非常成熟了，在为企业提高竞争力和利润源泉上实在很难再有太大的突破，这种现象足以让生产型企业的管理人员意识到应该加强对非生产采购管理的重视和提升。因此，近几年来，非生产采购管理在生产型企业的发展已经日趋成熟。 然而，当前我国经济结构正在发生重大变化，第三产业企业已经逐步替代以制造业为支柱的第二大产业，跃居我国第一大产业。经查阅资料，至今国内外关于非生产采购领域的理论研究并不算多，第三产业企业的采购管理虽可以划归于非生产采购管理的研究范畴，但仍然缺乏更加细化，更加有针对性的理论依据和可操作性的实践方向。 本文选择了以HCC公司-一家典型的第三产业企业为研究对象，旨在通过对于企业深入的调查研究来解决企业一直以来在采购管理上需要亟待解决的问题，如采购组织的定位和职能划分，采购流程和政策的梳理，采购成本的有效控制，以及供应商管理等。从而希望使得其采购管理更加有效，促进该企业持续增强竞争力，保持其行业领跑者的绝对优势。 同时，本文通过此次对于HCC公司采购管理改进的研究，能够为在当前经济格局下的第三产业企业如何规范实施采购行为以及合理控制采购成本方面提供一些可行性的建议。
英文摘要：	The concept of non-production purchasing management was raised by the end of last century which is the new concept and widely used to control the enterprise operating costs. With the increasing by years on the proportion of non-production purchasing and total cost non-production purchasing has been much accounted by the manufacturing companies. The reason is that the methods of cost control for production material are more and more mature; it is hard to have much more breakthrough to improve the competitiveness and profits. It made the enterprise management staff realized that it should be important to pay much more attention on the non-production purchasing management improvement. Therefore, in recent years, the development of non-production purchasing management in manufacturing enterprise has also become mature. However, the current economic structure is undergoing major changes in our country, the third industry enterprise has gradually replaced by manufacturing industry and to become the second largest pillar industry, and the first big industry in our country. By checking some data, I found that the theoretical research on non-production purchasing in third industry enterprise is not too much either in our country or abroad. Although the third industry enterprise purchasing management can be characterized in non-production purchasing management research category, but it is still lack of more detailed on theory and more practice direction. This thesis chose HCC co., LTD. , a typical third industry enterprise, as the research object, the purpose is to solve the critical purchasing management problems in HCC co., by deep investigation and study including but not limit on purchasing organization orientation and function division, purchasing process and policy, purchasing cost control and supplier management, etc. I hope it can help HCC co., to make effective purchasing management and achieve sustainable competitiveness, so as to maintain its absolute advantage to be the industry leader. At meanwhile, by the study on the improvement of HCC procurement management, this thesis can also provide some feasible suggestion on how to regulate the purchasing behavior, and how to do the effective purchasing cost control in the third industry enterprises.
