中文摘要：	政府信息资源是一种具有重要价值的社会公共资源。政府信息资源的公益性开发利用，不仅可以保障公民的知情权，实现政府信息资源的共享，满足社会成员对信息的基本需求，消除数字鸿沟，而且有利于提升政府的工作效率，增强政府的应变能力和创新能力。 随着政府信息化与电子政务建设的不断发展，国内外对政府信息资源开发利用的实践工作和法律法规建设已取得了一定的成绩。但是，总体而言，对政府信息资源公益性开发利用效果的理论探讨和调查研究还比较缺乏，本文正是在这种前提和背景下，对政府信息资源公益性开发利用的效果进行探索性的调查和研究，以期为我国在《政府信息公开条例》实施之后，切实提高政府信息资源的开发利用效率，建设高效透明的“服务型政府”提供政策性建议。 本文的研究内容主要包括以下几个方面：首先，使用文献调研和采集评论的方法，对国内外相关理论的研究现状进行了梳理，并对本文涉及的相关概念给予了较为科学的界定，尤其对政府信息资源公益性开发利用的模式进行了归纳总结；其次，运用问卷和访谈调查的方法，以天津市图书馆和天津市档案馆为例对公共图书馆和公共档案馆政府信息资源开发利用的效果进行了探索性的调查研究，通过数据调查结果，对公共图书馆和公共档案馆政府信息资源开发利用的服务进行了比较分析，总结了公共图书馆和公共档案馆在提供政府信息资源开发利用服务中存在的问题，并针对各自存在的问题提出相关对策建议；最后，通过对政府信息资源公益性开发利用的两个非常重要的实施主体——公共图书馆和公共档案馆政府信息资源开发利用效果的调查研究，提出政府信息资源公益性开发利用的整体策略——实施国家信息化战略。
英文摘要：	Government information resource is a kind of social public resource with huge value. The development and utility of government information resources for public interest can not only protect the right to know of citizens, make the government information resources share, meet the basic information needs of social members and bridge the digital divide, but also enhance the working efficiency of the government and strengthen the government's ability to deal with the emergency and the ability to innovate. As the continuous development of China's government informatization and the construction of e-government, our country has put the construction of legal system of the development and utility of government information resources to an important status. But generally speaking, it is short of theoretical discussion and investigation research about the results of development and utility of government information resources for public interest. It is in this context that this article carries out the exploring survey and research and provides some policy recommendations to improve the efficiency of development and utility of government information resources for public interest. The paper includes these contents as follows: first, it summarizes the relative documents and makes some definition; second, it chooses the library and the archives of Tianjin as two examples to do some exploring research in the way of questionnaire survey and interview. Through the investigation and data analysis, we know that there are some questions in the process of development and utility of government information resources for China’s public libraries and public archives and the paper puts forward some measures that public libraries and public archives should take; third, the paper gives an entire strategy of informatization.
