| 中文摘要: | 十二五以来,随着国家经济持续发展,我国电力工程也保持高幅增速,电力市场一片欣欣向荣的景象。电力工程有其普遍性,也有其特殊性,一方面,电力公司拓宽资金筹集渠道,保证电力工程项目持续上马,力保电力供应安全稳定,另一方面,电力工程造价控制陷入困局,止步不前,造成投资浪费。目前我国电力行业的造价管理水平较发达国家仍有较大差距,还存在很多问题,因此,对于设计单位来说,如何在电力工程设计中,在提升设计质量的同时能够有效控制工程造价,已成为电力工程继续发展的重要课题。 本文详尽分析了当前国内外设计阶段造价控制的研究现状,并以工程项目管理、工程造价管理、全寿命周期造价管理理论作为理论基础,展开对设计阶段造价控制的研究。设计阶段是输变电工程项目造价控制的重中之重。在输变电工程设计阶段,影响工程造价的因素很多,主要有以下几点:项目建设规模的确定、变电站选址及线路选线、技术方案的确定及设备材料的选型、工程量的确定及概预算的编制等。除了以上这些影响造价的客观因素外,输变电工程设计阶段造价控制还存在造价控制意识不足、造价管理方法有缺陷、造价管理监督制度不完善等主观问题,本文着重研究了如何解决这些问题,控制好客观因素和造价之间的关系,达到造价控制最优的状态。 最后,本文结合楚雄道220kV输变电工程,详细分析了限额指标原理、标准设计、多方案比选在输变电工程设计领域的应用,提出了如何运用这些理论来提高输变电工程设计阶段的造价控制,探索了设计阶段造价控制的有效途径。 | |
| 英文摘要: | Since the beginning of the National 12th Five-Year Plan, the economy continues to grow, China's power engineering has maintained a high growth rate. The electric power market is thriving and prospering day by day. The power engineering is not only universal but also quite distinctive. On the one hand, the cost control of power engineering ran into trouble. At present, there are still many problems exited in the cost management of electric power industry. There is disparity between China and developed countries. For design units, therefore, it is an important topic, controls the project cost and improves the quality of design during the design phase. The domestic and foreign current states and progress of cost control during the phase of project design are analyzed in the thesis. This thesis introduces the basic theory of project management, project cost management and life cycle cost management, and then pursue research in cost management. The design phase is the key to the cost control of transmission and transformation engineering projects. In the design phase of transmission and transformation engineering, there are many factors that influence the cost of engineering, include project construction scale, site selection and line selection of substation, technical solution, selection of equipment materials, determination of engineering quantity and the budget. In addition, there are problems such as lack of awareness, flawed management methods and imperfection of the supervision system. This article focuses on how to solve these problems, how to control the relationship between these objective factors and cost, and how to maintain the optimal state. At last, this thesis analyzes the applications of quota target principle, standard design, and scheme comparison in the field of power transmission and transformation project design , combined with the case “Chuxiong road 220kV power transmission and transformation project” . Then, based on the analysis, put forward how to use the theory to improve the substation in the cost control of design stage and explore the effective way in cost control of the design stage. | |
