中文摘要：	PPP是一种全新的公私合营融资模式,在以美国和西欧为首的西方国家的基础设施建设领域已经应用广泛。在借鉴西方国家PPP模式成功经验的基础上,中国也开始重视PPP模式逐渐应用于实践。随着国家购买力平价政策的不断出台,PPP模式继续得到市场的广泛关注,未来PPP项目总金额还是超过万亿元。在这种趋势下,各地PPP项目不断推出和落地,但是由于我国PPP项目起步较晚,在实施中还存在诸多的问题,特别是在交通、水务、医疗等领域,PPP项目存在的问题十分突出。因此,有必要结合当前我国PPP项目的总体实施情况,对我国主要行业中应用PPP模式存在的问题进行分析,提出我国主要行业PPP模式应用的对策,为交通、水务、医疗等领域PPP项目的开发提供参考,为我国PPP项目的快速发展提供实践指导。首先,在借鉴前人研究成果的基础上,对PPP项目的定义、范围、特征等进行阐述,梳理PPP项目的相关国家政策,并对项目融资理论进行了梳理,包括MM理论、最优订货融资理论和资本成本理论。作为我国主要行业中应用PPP模式分析的理论基础;然后,对世界各国PPP模式应用的法律体系和应用领域进行分析,并梳理我国PPP项目发展中所面临的法律政策问题、合作目标差异问题、收益与风险分担问题及政府信用问题,在此基础上,重点从政府和私人部门两个角度分析我国PPP项目发展中主体存在的问题;最后,PPP模式在国外(尤其是欧洲)的基础设施领域已经广泛使用,很多成功应用PPP模式的案例证明了该模式可以有效地促进轨道交通可持续发展。国内很多专家和学者已经投入到了PPP模式的研究上,很多大型城市的轨道交通建设也已经开始对于PPP模式的实际探索。本文会通过分析影响PPP模式在我国城市轨道交通领域成功应用的关键因子,来重点探索在郑州这样的大中型城市引入PPP模式发展轨道交通建设的实践出路。研究表明,我国在交通、水务、保障性住房、医疗等关键领域已经逐步推广PPP模式,有效的缓解了地方债危机,拓宽了项目的融资渠道,改善了资源性国企垄断现状,有效的促进经济的快速发展。但是目前在我国主要行业应用PPP模式还存在局限性,例如,政府责任转移,经济发展有很强的政策主导性,项目价格约束不到位,民生保障乏力,私人部门利益保护机制不健全,同时存在国有资产流失的风险。究其原因,在于政府和私人部门在PPP项目管理上不到位。因此,未来,在我国PPP项目推广中政府需要做好PPP项目的牵头人,明确事权,明晰责任,完善相关法律制度加强对PPP项目的监管。有效的限制当地国有企业的权限,平稳推进PPP的合作数量与合作范围,以防止出现全国的地方政府一窝蜂地盲目追求发展实行PPP项目。
英文摘要：	PPP is a new public-private joint financing model, which has been widely used in the infrastructure construction in western countries led by the United States and Western europe. On the basis of the successful experience of western countries PPP model, China has begun to pay attention to the PPP model and gradually applied to practice. With the continuous and intensive introduction of national policies on PPP, the PPP model continues to gain wide market attention, and the total amount of PPP projects in China will exceed trillion yuan in the future. In this trend, PPP projects around the country continue to launch and landing, but due to the late start of China's PPP project, there are still many problems in the implementation, especially in traffic, water, medical and other fields, PPP project problems are very prominent. Therefore, it is necessary to combine the whole of our current PPP project implementation, the existing application of PPP model in China's main industries in the analysis of the problems, put forward countermeasures of the application of PPP mode in the main industry of our country, provide a reference for the development of transportation, water, medical and other fields of the PPP project, to provide practical guidance for the rapid development of our country PPP project. First of all, on the basis of previous research, the PPP project definition, scope, characteristics and so on, the relevant national policy combing the PPP project, and analyzes the project financing theory, including MM theory, pecking order theory, capital cost theory, as the theoretical basis of PPP mode application analysis of main industry in China in the legal system; then, and the application of the application of PPP mode in the world are analyzed, and combing the legal policy in our country is facing in the development of PPP projects, cooperative goal difference, income and risk sharing problems and government credit problems, on this basis, analysis of the existing PPP project in China in the development of the subject two point of view from the government and the private sector; finally, through the investigation of the PPP project in the transportation, water supply, affordable housing, mainly in the field of medical etc. The application fields of PPP, summarizes the mode selection and risk sharing mechanism, put forward to promote the PPP mode of economic benefits in the fields of water supply, heating, sewage treatment, waste disposal, environmental remediation, transportation, new energy vehicles, medical and sports, the paper summed up the problems in the development of PPP project in China, suggestions with the promotion of PPP mode in China's countermeasures. Research shows that our country in transportation, water supply, affordable housing, medical and other key areas have been gradually extended PPP mode, effectively alleviate the local debt crisis, broaden the project financing channels, improve the resources of state-owned monopoly situation, effectively promote the rapid development of economy. But at present in the main industry in China using PPP model has some limitations, for example, government responsibility transfer, economic development is leading a strong policy, the project price constraint is not in place, the people's livelihood security is weak, the private sector interests protection mechanism is not perfect, and there is a risk of loss of state assets. The reason is that the government and the private sector are not in the PPP project management. Therefore, in the future, China's promotion of PPP projects the government needs to do the PPP project lead, clear powers, clear responsibility, improve the relevant legal system, and strengthen the supervision of the PPP project, effectively limiting the local state-owned enterprises Authority, cooperation and cooperation smoothly the number range of PPP, in order to prevent the emergence of the country the local government blindly pursued development like a swarm of bees to implement PPP project.
