中文摘要：	自改革开放以来，伴随中国经济的快速发展逐渐形成了包括“珠三角”、“长三角”、“环渤海”、“京津冀”在内的板块区域规模经济圈，各地核心的经济区域均承担着自身的重要使命。由于近年来新的科技和产业革命的爆发，传统产业将迎来巨大变革。传统产业分解、融合、跨界发展进程不断加快，产业边界不断模糊，产业发展形态、发展方式和发展格局正在发生深刻转变。如何在新一轮发展环境中通过招商引资战略的研究、制定和执行，进一步发展自身优势，促进区域经济发展，成为各地方经济功能区域的新命题。 本文选择天津高新区的招商引资战略作为课题进行研究，首先对产业集群、战略和波特钻石模型的理论进行了介绍，然后回顾了天津高新区的发展历程、概括了当下所处的内外部现状、分析了截至目前天津高新区的各项经济指标、明确了现有产业布局，随后运用战略管理的PEST模型、SWOT模型对天津高新区所处的内外部环境等因素进行定性分析，再通过EFE和IFE模型对分析结果进行定量评估，得出天津高新区目前在招商引资过程中所遇到的挑战和问题。 为更好地应对挑战、解决问题，结合模型分析结论制定天津高新区招商引资战略方向，明确战略目标，并根据天津高新区的实际招商活动内容构建波特价值链模型，通过分析评价各项细分活动的价值，得出天津高新区在招商引资过程中的核心“战略环节”在于政府发挥职能对相关资源的有效整合和优化配置，并提出战略制定和资源配置建议为集中优势资源支持自身支柱产业的发展。最终，根据分析结果和指导原则，设计在自身各核心产业的招商引资实施方案，并就顺利推动和落实方案提出切实保障措施，帮助天津高新区在现有基础上正确引导和制定产业发展政策，充分发挥现有优势，实现科技和经济相融合，在促进产业结构向高端、高质、高新化改革的领域走出了一条特色创新之路。
英文摘要：	Since China’s Reform and Opening policy was implemented, several regional economies have been gradually shaped along with the rapid development of China's economy. These economic regions including the "Pearl River Delta", "Yangtze River Delta", "Bohai Rim", "Beijing-Tianjin- Hebei Region" and other core economic areas have been undertaking the important mission of their own. As the industry revolution in science and technology launched, traditional industries would embrace a significant change, such as speeding up processes of decomposition, integretion and cross-border development against laber intensive manufacturing industries. How to promote regional economic development through the study, formulation and implementation of the strategy of investment promotion in this industrial revolution has become a new proposition for these local economic areas. This paper chooses the investment promotion strategy of Tianjin Hi-Tech Area as the research subject. The first part introduces the theory of industrial cluster, strategy and Michael Porter Diamond Model. The second part reviews the development history of Tianjin Hi-Tech Area, evaluatesits current internal and external situations, analysesits economic indicators, and introduces the existing industrial layout, followed by a qualitative analysis against the internal and external environment factors of Tianjin Hi-Tech Area, with the use of Strategic management toolssuch as PEST and SWOT model. After a quantitative analysis against the factors by using EFE and IFE model, challenges and problems are obtained in the process of Tianjin Hi-Tech Area’s investment promotion activities. In order to overcome the challenges and solve the problems better, the strategy of investment promotion in Tianjin Hi-Tech Area is set upbased on the model analysis, accompanied with the strategic direction and target being defined. In accordance with the practical investment promotion activities, the next part is to design a Potter Value Chain Model through the analysis and evaluation of thevalued activities’ breakdown of Tianjin Hi-Tech Area. A conclusion has been reached that the strategic process with the most importance is the effectiveness and integration to optimize the allocation of resources, and put forward a recommendation, which is focusing available and vital resources on the pillar industries for development in order to achieve the goal of strategy development and resource allocation. The last part is to design the investment promotion implementing plans in each pillar industry and put forward practical guarantee measures according to the above-mentioned analysis results and guiding principles, for the propose of promoting and implementing the strategic plan successfully. This paper is aimed at assisting Tianjin Hi-Tech Area to guide and support industry development based on current situation, by making full use of its advantage and combinating science and technology. Tianjin Hi-Tech Area would construct acharacteristic innovation road towards promoting the industrial structure to high-end, high-quality, high-tech development by implementing practical investment promotion strategy.
