中文摘要：	公共图书馆章程是一个公共图书馆事业平稳、有序、可持续发展的保障。近年来，无论是我国的综合国力还是经济实力的都得到了显著的提升，广大群众对于文化服务的需求也日益增长，在这种形势下，对于一个公共图书馆来说，章程在图书馆建设中的地位就显得越来越重要。然而，目前我国公共图书馆章程的制定和执行情况却不尽如人意。很多公共图书馆目前仍缺乏建设公共图书馆章程的意识，对公共图书馆章程在本馆的建设和发展中所占据的的重要地位仍认识不够。 本文首先对公共图书馆章程制定及修改的路径加以研究，对公共图书馆章程制定的主体进行探讨，得出章程制定和修改的合理方式以及章程建设的各个流程需要达到的目的。然后从公共图书馆章程的结构与内容入手，分析搜集到的我国公共图书馆章程的文本，并与相关法律法规加以比较，明确公共图书馆章程应该规范的内容以及图书馆章程的体系框架。在此基础上，对目前我国公共图书馆章程制定和实施的现状加以分析，查摆章程在制定和实施过程中存在的问题，分析原因，并对于我国公共图书馆章程的建设从理论和实际的层面提出具体对策，从而最大限度地保障公共图书馆章程有效实施，并以此促进我国公共图书馆章程的建设与完善。
英文摘要：	The construction of a public library is able to guarantee the library running smoothly, orderly and developing continuously. In recent years, with the development of our country’s comprehensive national strength and economic strength, people’s demand for cultural services is also growing. In this situation, the construction of a public library is more and more important. However, at present, the formulation and implementation of the constructions of the public libraries are not satisfactory. Many public libraries lack the awareness of building the public library construction. The important status of the public library construction is still not enough understanding. This paper first studies the steps to develop the public library construction, identify the purpose of each step. And then study the structure and content of the constitution of the public library, analyzes the collected constructions, and compares them with the relevant laws and regulations, thus clarifying the contents and structure of the public library construction. On this basis, analyzing the current situation of the formulation and implementation of the constitution of public libraries in China, summarizing the problems and putting forward countermeasures. In order to ensure the effective implementation of public library regulations and promote the construction of the constitution of public library in our country.
