中文摘要:为了实现将我国建设成世界强国的目标,国务院于2015年印发了《中国制造2025》,强调了制造业是国民经济的主题,强国之基,制造业的创新能力是重要发展的目标之一。我国在改革开放后制造业有了快速的发展,但与世界制造业强国相比,我们在自主创新能力等方面存在明显差距。随着信息化、城镇化、农业现代化的不断推进,大规模的内需潜力不断被释放,出现了国内制造业供给不能满足消费需求升级的现象,同时传统的劳动密集型和以牺牲资源的代价的低端制造业也在资源和环境的约束下难以为继,相应的产业升级迫在眉睫,对制造业以创新活动为基础的转型、升级提出新的要求。在新产品开发项目管理过程中,企业如何运用有限的资源在潜在新产品开发项目中做出正确决策来开展最适合的产品开发项目以满足公司战略发展需要,满足市场和客户的要求,是企业发展的重中之重。企业需要有一整套方法指导新产品开发项目的前评估工作,传统的企业依靠领导主观决断的情况很难做到这一点,同时企业在做新产品开发项目前评估时也面临了如何将高不确定性的定性评估要素转化为可用于量化评估比较的定量评估要素的问题。本文以提高制造业企业在新产品开发项目前评估的能力和手段为目标,首先回顾了项目前评估的相关基础理论,介绍了项目前评估的内容与方法同时分析了国内外项目评估的发展历程;其次详细分析了制造业新产品开发项目前评估的特点与评估流程、内容和方法并提出了企业在新产品开发前评估中遇到的难以把定性评估要素转化为定量评估要素的问题;然后提出解决方案,利用产品价值主张的概念与方法在项目的可行性研究中将定性的产品特征转化为定量的客户价值,利用STP、SWOT等分析方法结合本文提出的评估工具来帮助企业做定量的商业可行性评估,利用专家评议法来做定量的技术可行性评估,结合企业战略定量的评估项目战略符合度评估。在此之后,以D公司二氧化碳制冷系统用球阀开发项目为例将新产品开发项目前评估的内容、流程与方法进行了实例介绍。最后对本文内容进行了总结,通过使用本文介绍的方法,帮助企业在新产品开发项目中对难以评估的定性要素进行分析和量化评估,提高企业评估效率和准确率。 
英文摘要:To achieve the goal of making our country great, in 2015, the state council issued "made in China 2025", emphasize the manufacturing is the basic of the national economy, the manufacturing industry innovation ability is one of important development goals. China's manufacturing industry has developed rapidly after the reform and opening, but compared with the countries which are strong at manufacturing, we have a significant gap on innovation capability. With the development of informatization, urbanization and agricultural modernization, more and more domestic consumer demand has been released, the domestic manufacturing cannot meet the demand of consumption upgrade, at the same time the traditional labor-intensive and environmental pollution manufacturing face the situation that more and more constrain will limit the development. It is urgent for domestic manufacture enterprises to initiate industry upgrading. This trend is pushing enterprises to invest more innovation activities and requires high quality transformation. In the process of new product development project, how to utilize limited resources to make the right decisions among potential new product development projects to meet the strategy of enterprises, meet the requirements of market and customers, is one of the core activities of the enterprises. Enterprises need to have a set of methods to guide the new product development project pre-evaluation. The model of traditional enterprises rely on the judgment from the leadership is hard to lead success, at the same time how to handle high uncertainty of the qualitative factors into quantitative factors during project pre-evaluation phase is a challenge to most of enterprises. The purpose of this thesis is to improve the ability of manufacturing enterprises in new product development project pre-evaluation. First review basic theory related to project assessment, introduces the contents and method of project evaluation and the development progress of project evaluation theory from both international and domestic. Secondly analyzes the characteristics, process, content and methods of pre- Abstract III evaluation of new product development projects, and highlights the challenge of enterprise during project pre-evaluation phase; Solutions are provided afterwards in regards to using the concept of value proposition to convert qualitative product features into quantitative customer value, using STP, SWOT analysis to help enterprises to do business feasibility study on quantitative evaluation, using Delphi method to do technical feasibility study on quantitative evaluation, combining with enterprise strategy to do quantitative assessment. And then take ball valve development project in CO2 refrigerant system from D enterprise as example to run in entire business case. Finally, summarizes and highlights the innovation point of the thesis, by using the evaluation method introduced in the thesis, enterprises could analyze qualitative factors and convert to quantitative factors, this will help enterprises shorten the pre-evaluation phase with better accuracy.
