| 中文摘要: | 随着城市经济的快速发展以及城市居民快捷出行需求的不断增高,城市轨道交通以其大运量、高频次、高效率、快速输送、空间合理利用等相较于其他传统交通方式的较大优势。天津市近两年也正着力于优化城市交通网络,完善城市快速路网和干支路网,大力推进城市轨道交通建设。对此,必将衍生出大量繁重复杂的新线运营筹备任务工作量,给运营管理单位带来巨大挑战。然而天津轨道交通虽已运营5条线路,但5条线的建设周期长、开通试运营时间间隔久,对于新线运营筹备工作仅定位于配合建设完成相关任务,工作重心一直放在保既有线运营安全上,尚未建立新线运营筹备系统化、标准化、流程化的管理体系。新线运营筹备在城市轨道交通建设过程中起着穿针引线的作用,为此,建立一个健全的筹备管理体系对地铁新线安全运营至关重要,是势在必行的。 本文首先深入剖析津轨道交通新线运营筹备项目的独特性与其存在的问题,以达到对该项目的过程管理研究有的放矢的目的。然后在明确新线建设项目与新线运营筹备项目之间关系的基础,对新线运营筹备项目根据与建设项目的任务匹配度划分为五个阶段,分别为前期配合、工程介入、联调验收、试运行及试运营准备阶段。再对每个阶段的工作任务进行梳理,细化个子任务的任务目标与产出物,从而分析出过程管理的内容。随之运用工作结构分解法、责任矩阵、甘特图等方法对该项目过程进行研究分析,编制项目计划。由于实际与计划的不完全统一,进而对运营筹备全过程进行进一步研究,按照优化原则对项计划并进行优化分析,以实现缩短工期的目的,并提高项目计划的可行性。此外,对该项目进行项目评估,主要包括项目跟踪评估与项目后评估,确保项目的顺利完成,也为下一条新线运营筹备项目总结经验,不断提高管理水平。最后,提出各阶段控制办法,形成一套完整的具有指导性意义的管理体系,为后期各城市轨道交通的运营筹备与建设移交提供管理借鉴。 | |
