中文摘要：	随着我国经济的快速发展，物流运输行业也得到了快速的发展，但是我国物流行业的整体发展水平仍有很大提升空间，可以通过整合物流资源，充分发挥市场机制的作用，辅助以政府的调节和保障功能，大力发展现代物流。第四方物流是物流活动的具体组织者、协调者、服务者和监管者，有助于带动物流市场的快速发展。面对我国发展水平不高的第四方物流市场，政府以信息平台建设为切入点，建立了国家交通运输物流公共信息平台，树立了物流信息标准，引导物流从业者建立自己的第四方物流信息平台，并与公共信息平台对接，这样既可以满足政府对市场的监管需要，又能保证第四方物流市场健康、有序地发展。 在政府的第四方物流信息平台接入要求基础上，本文设计了第四方物流信息平台应具备的功能，将其分成了核心功能和辅助功能，其中核心功能指的是物流电子商务功能和运输服务功能，旨在完成物流运输订单的在线签订和监控，便于各方的监控，而非核心功能指的是门户信息、信用体系、金融服务等功能，旨在吸引更多的从业者使用该平台，保证平台的稳步发展。由于第四方物流信息平台功能众多，因此信息平台建设一定有所取舍。建设过程推荐使用迭代模型，将整个建设周期非常长的系统拆分成短期可实现的部分，分阶段实施，每个阶段完成既定目标，逐步形成一个完整的第四方物流信息平台。 本文以唐山公路港第四方物流信息平台的搭建为例，根据第四方物流信息平台的功能设计和建设原则，结合唐山公路港的企业现状，重点分析了平台建设过程中面临的典型问题，优先实现了物流电子商务功能和运输服务功能，快速完成了信息平台的初期搭建过程，并且跟国家交通运输公共信息平台顺利对接，使唐山公路港得以顺利申请到了无车承运人资质，在满足企业开展第四方物流业务的同时，信息平台的建设也在继续，并陆续完成了门户信息、运营管理、支付、金融服务等功能。借助于该第四方物流信息平台，唐山公路港以自身业务出发，正在逐渐发展第四方物流业务，也改善了自身的运营管理，这给企业自身的经营状态带来了极大的帮助。 在政府的规划和指引下，结合市场机制自身的调节作用，第四方物流必然会在我国得到更大的发展，本文提出了公路干线运输行业第四方物流信息平台的功能设计和建设过程管理，结合唐山公路港的应用实践，希望对有志于发展第四方物流的企业有一定的借鉴和帮助。
