中文摘要:随着经济全球化趋势愈演愈烈,企业的生存和发展环境面临着前所未有的机遇与挑战。为了在严酷的市场竞争中发展壮大,诸多企业引用绩效考核这一管理工具,旨在通过绩效考核评价公司经营质量,改进公司管理现状。CG物资公司在当前面临着国企体制改革和市场经济的冲击,亟待改变被动的竞争局面,谋求主动发展,在市场竞争获得主动优势,这就需要制定科学的绩效考核体系,从战略上提升竞争能力,以应对日益复杂的市场竞争。 本文以理论分析为先导,结合诸多学者有关物资公司绩效考核的探索实践,从绩效考核的本质着眼,探讨CG物资公司业务单元绩效考核体系的完善与改进。首先,本文分析了CG物资公司业务单元考核现状和不足之处,主要是考核导向未能与公司战略规划目标有效衔接,考核指标和分值权重分配不尽合理,绩效反馈激励机制不够完备。在深度剖析现状问题及成因基础上,全面分析企业战略目标,即一方面立足集采主业,加强集中采购职能的优化延伸服务,继续为集团公司所属矿山企业提供优质的大宗物资设备材料集中采购供应,不断为集团降本增效;另一方面利用多年积累的贸易资源、经验优势,大力推进集团外市场和海外市场开拓,创造新的利润增长点。然后,根据公司今后战略发展目标,进一步完善CG物资公司业务单元的绩效考核体系,针对不同业务单元的职能定位将战略目标层层分解,形成独特的差异化考核指标,赋予不同指标差异化的指标权重,引导公司各业务单元以公司战略目标为核心开展各项经营任务。最后,本文从多角度梳理出考核的实施准备工作,结合针对性保障措施,将有助于公司上下对新考核体系的适应与执行,促使考核目的的实现。 本文研究成果有助于引导企业将战略规划纳入绩效考核,实现以考核促改进,以考核促发展的目的,对于提升CG物资公司综合竞争力具有重要现实意义。同时,绩效考核体系的优化设计也能为物资贸易行业乃至其他行业的企业提供一定的经验借鉴。 
英文摘要:With the trend of economic globalization intensified, enterprises are facing unprecedented opportunities and challenges. In order to survive in the harsh market competition, many enterprises cited the performance appraisal as a management tool for evaluating company's quality, improving the status of corporate management. CG Materials Company is facing enterprise system reform and the impact of market economy which is urgent to change the passive competitive situation for taking the initiative advantage. It requires making scientific performance appraisal system for coping with increasingly complex market competition. Based on the theoretical research, this paper discusses performance appraisal system improvement from the essence of the performance appraisal. Firstly, this paper analyzes the shortcomings of performance evaluation system, mainly include that the evaluation orientation can’t be effectively connected with the strategic planning objectives of the company, the evaluation index and the weight distribution are not reasonable, and the performance feedback incentive mechanism is not complete. The paper puts forward the pertinent solution of differentiated competition strategy through the deep analysis of the status quo. Based on the main mining industry, it needs to strengthen the service of centralized procurement functions, continue to enhance efficiency for the group. With accumulated trade resources and experience advantages, it should promote market development outside the market and overseas which can create new profit growth. According to the strategic goals, the paper continues to improve the performance appraisal system. It defines the strategic objectives for different business for forming unique assessment index and indicators weight which can guide the company take strategic objectives as the core of the business tasks. Finally, this article combines targeted implementation of safeguards with basic preparation work. It will help to adapt and imply the new assessment system which may achieve the purpose of assessment. The research results of this paper will guide the enterprise to penetrate the strategic planning into the assessment for achieving the purpose of promoting development. This research has important practical significance through enhancing the company's comprehensive competitiveness. At the same time, the optimization of its performance evaluation system will provide helpful ideas and feasible methods for other material companies.
