| 中文摘要: | 国有商业银行在我国金融体系中占据着重要地位,其组织结构的变革,是整个国有商业银行体制改革的重要组成部分,它关系到国有商业银行能否高效有序运作,进而关系到我国国民经济和社会能否稳定、健康发展。如何通过组织结构设计提高国有商业银行的核心竞争力,这是国有商业银行改革发展进程中的永恒课题。本文采用文献调研、规范研究与实证研究相结合、比较研究等多种方法,对国有商业银行组织结构设计问题进行了研究。 首先,本文对有关银行再造问题的国内外研究现状进行了分析和梳理;回顾了企业组织理论的发展和各主要学派的观点。在此基础上,本文探讨了商业银行组织结构的内涵,并从信息观的视角对其进行了理论分析,最后介绍了银行组织结构的几种基本类型。 其次,本文对我国国有商业银行组织结构独特性问题进行了分析,发现由于发展历程、组织规模、市场结构和产权制度上的独特性,导致国有商业银行组织结构设计的目标和实现路径具有自身的特点。接着本文介绍了国有商业银行组织结构的现状,并从纵横两个角度分析了其存在的问题。 然后本文运用比较研究的方法,剖析了国内外商业银行在横纵结构上存在的差异,并指出国有商业银行应该借鉴国外银行的先进经验,减少管理层级、优化网点设置、区分总分行功能、实现中后台业务集中管理以及注重部门的横向联系。 再次,本文对影响国有商业银行组织结构设计的内外部环境进行了分析,并通过建立集成模型,提出了国有商业银行组织结构设计需要关注的六个方面,即客户导向、组织规模、独立风控、横向联系、集权分权、银政关系。 最后,本文结合前文的分析成果,尝试性的提出了我国国有商业银行组织结构设计的目标,即以客户为中心的事业部制;三条线同步发展的三阶段实现路径;并对国有商业银行总行内部部门设置、事业部内部部门设置、风险部总体架构和加强各事业部之间横向联系等问题进行了分析。 | |
| 英文摘要: | State-owned commercial banks occupies an important status in China's financial system, the reform of its organizational structure is an important component of the reform of state-owned commercial banks. It relates to the orderly and efficient operation of state-owned commercial banks, even related to the stability and healthy development of China's national economy and society. Reforming the organizational structure of state-owned banks to enhance the core competitiveness, which is main subject of state-owned commercial banks in the process of reform. This paper studies on the organizational structure of state-owned commercial banks, with the methods of literature study, comparative study and the combination of normative and empirical research. The second chapter discusses the basic theory of organization structure, and summarizes the status quo of the studies on the subject of the organization of commercial bank. On this basis researched the meaning of organizational structure in commercial banks, and analyzed it from the perspective of information. At last, this chapter introduced several basic types of the organizational structure of the bank. This chapter analyzed the unique problems of China's state-owned commercial banks in the organizational structure, which led to changes in organizational structure and goals of the path with its own characteristics. It also summarizes current situation of organization structure in state-owned commercial banks. The main problems are also analyzed in this part, such as too many administrative levels, unreasonable departments setting, incomplete risk managing system etc. The forth chapter analyzed the differences between home and abroad in organizational structure of commercial banks with comparative study method. And concluding that State-owned banks should learn from the advanced experience of foreign banks to reduce the management level, and optimize the network settings, the distinction of function between total and branch, as well as the emphasis on horizontal linkages. This chapter analyzed the internal and external environment of theorganizational structure, which contains strategy, environment, technique, scale, and so on. On this basis through the establishment of integrated model, this chapter pointed out that the state-owned commercial banks need to pay attention to changes in the organizational structure of the six areas that is customer-oriented, organization size, independent risk control, horizontal linkages, centralized decentralization, and government relations. Finally, this paper, on the base of the results of earlier, proposed reform objectives of the organizational structure in state-owned commercial banks, that is customer-centric division structure, through three-stage path. And analyzed the subject of internal departments of State-owned commercial banks, internal departments of division, the overall framework of risk management and strengthen the horizontal linkages between divisions. | |
