| 中文摘要: | 伴随着中国经济的高速发展,我国对能源的需求量日益增加。预计到2035年,中国对能源的需求增加量将占世界的总增量的38.5%。在中国的“十三五”规划中,“减煤、稳油、增气”成为政策的一大重点。中国海洋石油总公司(以下简称“中国海油”)不断加速油田的勘探进程,大幅增加探明储量,旨在解决日益紧张的能源供求矛盾。近年来国内地震勘探类服务企业,正处在“行业寒冬”的大背景下,一方面要面对低油价、大幅缩减勘探投资的市场环境,另一方面要面临前所未有的国内外同行业竞争。对于中国海油下属的地震勘探企业来说,只有顺应形势,提高项目管理水平,未来才大有可为。 本文选择中国海油F公司为研究对象,通过走访、调研相关企业单位,着重分析了其在海上地震勘探项目管理中遇到的问题,得出地震勘探项目的管理控制进行体系研究的必要性的结论。接着,在查阅大量文献资料的基础上,将管理中存在的问题与相关理论知识相结合,旨在为F公司寻找解决问题的方案,最终建立一套符合海上地震勘探项目特点的管理控制体系。该体系的构建主要包含项目采集设计、项目招标与合同签订、项目正式采集作业、项目完工验收这四大阶段,并根据不同阶段下的管理内容制定相应指标评价体系,同时从进度控制、质量控制、成本控制、HSE 控制的角度出发,选择并采用科学的管理控制方法。最后在F公司后续项目的管理实践中,对其应用效果进行跟踪汇总,针对存在的问题提出改进措施。 本文通过F公司建立并应用地震勘探项目管理控制体系的案例得出了以下几点结论:第一,地震勘探项目管理体系有效改善了项目管理水平,提高了作业生产效率,节约了项目成本及解决了部门协作中存在的种种问题。第二,项目管理人员树立了一种全过程、全系统、全目标的精细化项目管理控制观念。第三,管理控制体系的应用为地震勘探项目高水平、高质量、高效益的管理提供制度保障。文章的结尾指出了研究中的不足并对未来持续改善提出了展望。 | |
| 英文摘要: | With the rapid development of China's economy, China's demand for energy is increasing.China's demand for energy will increase by 38.5% of the world's total by 2035. China National Offshore Oil Corporation (hereinafter referred to as "Chinese CNOOC) is an exploration and development of oil and gas industry. CNOOC is in accelerated exploration process, and gradually improve the efficiency of exploration, a substantial increase in reserves, the objective is to solve the contradiction between energy supply and demand increasingly tense.In recent years, the domestic seismic exploration service company, is in the background of "industry winter". On the one hand, we should face the market environment of low oil price and greatly reduce exploration investment, on the other hand, we should face the unprecedented competition in the same industry both at home and abroad.For seismic exploration the CNOOC subordinate enterprises, only to adapt to the situation, improve the level of project management, the future will be brilliant. The F company as the research object, through visits, research related enterprise units, with emphasis on the analysis of the encounter in the offshore seismic exploration project management problems, It is necessary to study the management and control system of seismic exploration project.Then, on the basis of literature, the problems existing in the management and related theory knowledge, in order to find the solution to the problem of F company, and eventually set up a marine seismic exploration project of the characteristics of the management and control system. This system mainly includes the acquisition project design, project bidding and contract signing, the project officially collected work, project completion to the four stages of acceptance, and formulate the corresponding evaluation index system according to the content of management in different stages, from the viewpoint of the schedule control, quality control, cost control, HSE control, and the use of scientific selection management control method. Finally, in the follow-up project management practice of F company, the application effect is tracked and summarized, and the improvement measures are put forward according to the existing problems. This article draws the following conclusionsthrough the case of establishing and applying the management and control system of seismic exploration project ofthe F company: first, the seismic exploration project management system effectively improves the level of project management, improves the production efficiency, saves the project cost and solves the problems in the departments. Second, project managers have established a whole process, systematic and comprehensive management concept of fine project management. Third, the application of management control system provides a system guarantee that has high level, high quality and high benefit. At the end of this article, the author points out the shortcomings of the study and puts forward on the outlook of the future improvement. | |
