中文摘要：	省级公共图书馆是我们国家举办的综合性公共图书馆，是向社会公众提供图书阅读和知识咨询服务的学术性机构，也是全省(自治区、市)的藏书、图书目录、协作和协调及业务研究、交流的中心。其功能定位决定了其在外文书刊资源保障上面的重要地位。本研究首先通过网站和公开信息的调查，总结研究了全国30所省级公共图书馆外文书刊的基本保障和服务情况，并通过针对性地研究山东省图书馆外文部的书刊保障和服务，发现整理省级公共图书馆在外文书刊保障和服务方面的存在的问题。本文以上述研究为基础，为改善公共图书馆外文书刊保障与服务提供可操作的指导措施。本文的研究具体划分为以下四个方面：第一，通过网站调查的方法对全国省级公共图书馆的外文书刊保障和服务进行全面的梳理总结，了解外文书刊的保障和服务的现状，分析省级公共图书馆在外文书刊保障和利用上的可取之处以及存在的不足。第二，运用样本分析的方法，选取山东省图书馆外文部作为具体的调查对象，研究分析了其馆藏现状、保障文件、流通以及服务等。第三，利用访谈法和问卷调查的方法，调查山东地区读者包括外文阅览室读者对于山东省图书馆外文书刊保障与服务的认知、评价以及建议。同时，对山东省图书馆的外国读者进行外语问卷的调查，了解其评价以及建议。第四，对收集到的调查数据进行统计整理和分析后，找出省级公共图书馆在外文资源建设上取得的成功之处以及存在的不足，提出外文书刊资源建设的对策，以期提高外文书刊资源的保障和服务。通过研究发现，世界公共图书馆在外文资源保障上面，主要是以多元化保障为主，但是由于恐怖主义，种族问题等，图书馆文化涵化的功能逐渐加强，多元化受到冲击。而我们国家的省级公共图书馆作为公共文化体系的重要组成部分，其功能定位决定了其在外文书刊保障上面的重要地位以及自己的特色。通过调查，笔者发现我国省级公共图书馆在外文书刊方面都有着或多或少的保障，但是中西部、经济强省（直辖市、自治区）与弱省之间的差距较大。从省馆的定位和资金保障来看，大多数难以平衡其公共开放性与研究性的双重属性。在外文资源保障上面缺乏保障性政策文件，规划内外文书刊保障不够明确，尤其是资金的保障。省馆外文书刊利用率普遍偏低。针对于外文书刊开展的服务受限较多，形式比较单一，常态化与品牌服务少，而且专门针对于服务的后期评价非常缺乏。经过进一步的案例分析、访谈以及问卷调查发现，省级公共图书馆外文资源的保障具有重要的作用，外文书刊保障也有着广大的读者基础，而且读者对于其保障也有着比较高的期许和要求。但是一些客观原因限制了他们对外文书刊的利用。比如图书馆缺乏对于高价购入的外文资源的宣传推广，而且往往限制较多；馆藏外文资源的采选往往缺乏科学性与前期调研，同时也缺乏针对读者和流通的后期调查分析。在评估方面，针对外文的评估缺少更加具体的指导性指标。同时研究还发现，普众性的书刊更加受到读者的欢迎，微博微信等新媒体需要得到外文部门更加有效地利用，外文服务要更加重视其教育职能，尤其是在外语学习方面，同时应当创新各种渠道提高外文书刊的利用等。省级公共图书馆的外文书刊的保障和服务提升具有必要性和紧迫性。共计图15幅，表17个，参考文献100篇。
英文摘要：	The provincial public library are comprehensive public libraries held by our country. They are academic institutions that provide books reading and knowledge consulting services to the public, and also provincial level centers of library holdings, cataloging, collaboration and coordination, business research and communication. Its function orientation determines that it plays an important role in guarantee and service of foreign language books and periodicals for public. Through the websites and public information investigation of 30 provincial public libraries and targeted study of Shandong Library, the research finds out the existing problems of the guarantee and service of foreign language books and periodicals for public. On this basis, the research provides practical guidance to improve the guarantee and service. The research including the methodology could be divided into four aspects: First, the research uses website and public information survey to investigate and summarize the status of the guarantee and service of foreign language books and periodicals in 30 provincial public libraries. Secondly, by using the method of sample analysis, the research chooses the Foreign Language Department of Shandong Library as the specific research object, studies its current situation of collection, guarantee policy, circulation and services. Thirdly, with regard to the the guarantee and service of foreign language books and periodicals in Shandong Library, the research investigates the cognition, evaluation and suggestion of readers in Shandong Province including 12 readers in Foreign Language Material Reading Room of Shandong Library using methods of interview and questionnaire survey. At the same time, the research also uses an English questionnaire to survey foreign readers. Fourthly, after collecting and analyzing the public information and survey data, the research finds out the successes and shortcomings of the provincial public library in construction of foreign language resources, and puts forward the practical guidance to improve them. Through the research, it is found that the public libraries mainly carry out guarantees and services of foreign resources in a multicultural way. However, because of terrorism and racial issues, the functions of cultural acculturation in public libraries strengthened, diversified guarantee is facing challenge. However, as an important part of the public cultural system, the provincial public libraries in our country play an important role in the guarantee and services of foreign language publications with their own characteristics. The investigation also found that our provincial public libraries have more or less guarantees in foreign language resources, but there is a big gap between the economically strong provinces and the weak ones. From their functions and fund’s situation, it is found that most of them are difficult to balance the dual attributes of public openness and research. It lacks of a safeguard policy document on the guarantee of foreign language resources and clear content in construction plan, especially the guarantee of funds. The utilization of foreign books and periodicals are generally at a low level. There are much limited services for foreign language books and periodicals, with a single form, less normalization and brand service, and there is a lack of post-evaluation specifically for services. After further case studies of Shandong Library, it is found that the guarantee of foreign language resources at the provincial public libraries plays an important role for customer service. The guarantee of foreign language resources actually has a large readership base, and readers also have high expectations and demands for the resources. However, some objective reasons have limited their use. For example, the library lacks the publicity and promotion of the high-price foreign language resources and the utilization often has lots of restrictions. The acquisation of foreign language resources often lacks scientific and early research, and lacks the post-survey analysis for readers and circulation statistics. In terms of Library Evaluation, the evaluation of foreign languages resources lacks more specific guidance. At the same time, the study also found that nonacademic publications are more popular with readers. New media such as Weibo and Wechat need to be more effectively utilized by foreign language departments. Foreign language services should pay more attention to their educational functions, especially in foreign language learning, and should create various ways to improve the use of foreign language resorces. The guarantee and service of foreign books and periodicals in provincial public libraries have the urgency and necessity. Figures 15, Tables 17 and References 100 in total.
