| 中文摘要: | 随着我国经济快速的发展,我们已经成为世界第二大经济体,与亚行的战略合作关系也随之深化,亚行贷款成为我国许多基础设施、环境治理和生态修复类项目主要的资金来源。亚行贷款利息一般在2%-3%左右,还款期限在20年-30年,这些资金优势对降低资金压力起到了关键的作用,尤其是政府的平台公司,负责基础设施等民生工程建设,融资困难重重。然而因为亚行贷款项目所用贷款为国际资金,具有外币的特点,所以亚行项目在项目管理方面不同于国内的一般投资项目,尤其采购管理环节。亚行贷款项目采购管理工作几乎贯穿于整个项目周期,从项目前期准备阶段一直到项目的后评估,采购管理无不与每一阶段息息相关,因此采购管理是亚行项目管理的核心环节。亚行贷款项目的采购管理在满足国内相关法规和程序的同时,还必须遵守亚行贷款项目采购准则,接受亚行项目采购指南的约束和指导。本文首先分析了采购管理、项目采购管理的基本概念、内容和管理方法,以及亚行项目采购管理的基本原则,然后结合天津临港亚行项目实例,介绍了项目背景、概况,并分析了项目采购管理在亚行项目的实施,以及实施过程中发现的问题,最后,结合文献的参阅和亚行项目采购的特点、提出了天津临港亚行项目采购管理的优化方案和保障措施,以期对未来利用亚行贷款项目的实施提供参考和帮助。亚行项目采购管理工作的改进离不开项目相关各方的共同努力,本文从亚行贷款实施机构的角度,结合项目采购管理基础理论,详细分析了亚行项目采购管理特点,找出了面临的实际问题,并形成了解决办法。希望亚行项目的实施单位能够深入了解亚行项目采购管理的特点,结合国情和当地的实际,提出创新的建议,创造性地遵循和运用采购指南的各种具体规定,通过合法的程序来改进项目的采购管理,并最终实现预定的项目总目标,推动亚行项目的健康发展。 | |
| 英文摘要: | With the rapid economic development, our country has become the world's second largest economy and deepened the strategic cooperation relation with ADB whose loans have become an important capital source for various infrastructure, environmental improvement and ecological restoration projects in our country. ADB loan is characterized by low interests, long repayment period and etc. advantages, which plays a critical role in relieving the financial stress on municipal and livelihood projects for governments at all levels. Characterized by sovereignty foreign debts and foreign funds, these projects are different from domestic investment projects in many aspects, especially in procurement management. The procurement management of ADB loan projects nearly runs through the whole project period. Closely linked with each period from early-stage preparations to post-evaluation, procurement management is a core link for management of ADB projects. Meeting domestic relevant laws ®ulations and procedures, the procurement management of ADB projects shall also abide by ADB Loan Project Procurement Rules and follow restraints and instructions specified in ADB Procurement Guidelines. The article shall firstly analyze the basic concept, content and management method of procurement management and project procurement management, as well as fundamental principles for procurement management of ADB projects, then introduce the project background and profile and analyze the implementation of procurement management in ADB projects as well as problems found out in implementation process by virtue of ADB project in Harbor of Tianjin, and finally propose the optimized proposal and safeguard for procurement management by means of literature reference, features of ADB project procurement and personal practical experience, to provide help and reference for implementation of ADB loan projects in the future. The improvement for procurement management of ADB projects is dependable on the joint effort of related parties. We wish the IA of ADB project look into characteristics of procurement management, combine national conditions and local conditions, propose innovative suggestions, follow and utilize creatively all specific provisions in Procurement Guideline and enhance procurement management through legal procedures, to finally realize the predetermined general targets and promote the sound development of ADB projects. | |
