中文摘要: | 伴随着中国环保压力的增大,国家陆续出台了更高的污染物排放标准,在环保的初期阶段主要针对燃煤电站锅炉进行了集中治理,燃煤电站锅炉的排放限值标准已经远远高于欧美等发达国家,实现了锅炉污染物超低排放。国内的环保公司在这一阶段也主要针对大型燃煤锅炉进行技术研发和工程实施,这些环保工程绝大多数采用了EPC总承包模式。因为大型燃煤锅炉基本属于国有大型电力集团所有,在工程配套资金上相对宽裕,而且环保改造后的发电机组享受着国家给予的电价补贴,环保设施的运行费用基本不需要火电企业承担。截至目前,大型燃煤锅炉的环保基本接近尾声,国家开始重点对非电领域的燃煤锅炉和建材、化工等领域的污染源加强污染治理,这些污染源的特点是污染设备数量庞大、单个工程体量小、所属企业多为私营企业、环保投资力度小、工程按期付款困难,污染企业更多的希望最低价招标环保公司来低成本执行项目,很少考虑环保工艺的先进性、设备的质量和后期运行问题。本论文首先分析了市场环境的变化,针对L公司的实际情况给出了EPC模式优化的战略调整思路,通过对L公司进行了SWOT分析,探讨了EPC模式优化的可行性与合理性。然后通过L公司与类似行业的对照、与同行业其它公司的对比、与新市场甲方的职能分工对照,以及不同时期环保市场的对比,详细阐述了EPC模式优化的动因、策略和实施保障,同时也对模式优化的风险进行了评估。本论文以案例形式为L公司和类似中小型环保公司对承包模式的选择提供了针对性的建议,为中小型环保公司适应新市场提供了新的管理思路。 | |

So far, a large coal-fired boiler environmental basic drawing to a close, the country began to focus on the electric field of coal-fired boiler and building materials, chemical industry and other fields to strengthen pollution control of pollution sources, the pollution sources pollution is the feature of large number, a single engineering dimension of equipment and affiliated enterprise more for private enterprises, small environmental protection investment, project payment difficulties, polluting enterprises more hope the lowest tender green companies to lower the cost of implementation projects, seldom consider environmental protection technology advanced, quality and running in the late of the equipment. This thesis first analyzes the change of market environment, aimed at L company the actual situation of the strategic thinking on the EPC pattern optimization are given, through the SWOT analysis of L company, this thesis discusses the feasibility and rationality of EPC pattern optimization. And then compared with similar industry through L company, compared with the same industry of other companies, with the functions of party as new market division, as well as the environmental protection market, comparing different periods in detail elaborated the EPC mode optimization of motivation, strategies and implementation of security, at the same time also on the optimize model of risk assessment. In this thesis, in the form of case for L and similar small and medium-sized environmental protection company's choice of contracting mode provides corresponding Suggestions, not small and medium-sized companies to adapt to the new environmental protection market provides a new thought of management. | |
