中文摘要:随着国家“一带一路”倡议的提出,我国企业都纷纷走向了世界,在亚非拉美等国家发展电力、交通、油田、高铁等项目;T公司作为一家国际型工程公司,从其发展初期到现在,在建项目遍布了全球20个国家,在建和已完工项目超过了200多项,2014年的项目群数量达到了7个,其中高峰期项目4个,海外人员总量为31576人;2015年项目群数量为9个,其中高峰期项目为6个,海外人员总量为35178人;2016年项目群数量为12个,其中高峰期项目有8个,海外人员总量为59295人;2017年截至目前项目群数量为12个,其中高峰期项目为6个,海外人员总量为36673人(2017年上半年),仅仅上半年海外人员总量就已经达到了2014年、2105的数量。就目前形势来看,T公司的国际工程项目由于数量激增,在运作方式和系统功能实施保障上仍然使用90年代的国内施工管理模式,这种模式由于忽略了国际直接的差异化因素,对于国际上的限制性条例、法律并不能清晰的界定,因此其现行的管理模式并不能与国际实际需求相接轨。 本文通过对公司发展现状和海外人员现状进行了问题分析,阐述了项目群管理模式的概念和理论,和相关的海外人员理论;运用文献分析法了解海外人员的具体理论,运用案例分析法对T公司的海外人员管理模式进行分析,运用访谈和问卷调查相结合的方法了解了国内外的研究状况并从中提取有效信息,建立平衡记分卡建立项目群管理的关键链要素及其权重分析,以及运用定性分析与定向分析相结合的方法,确定了项目群管理关键链各要素的权重分布和海外人员的分级分类原则方法;综合上述工具,提出了针对T公司现有的海外人员管理模式的结论。 
英文摘要:As the national "The Belt and Road" initiative proposed, China's enterprises have gone to the world these years, projects are under taken around Asia, Africa, Latin America and other countries, such as electric power, transportation, oil fields, high-speed railways and others; as an international engineering company, T company, from its inception to the present, construction projects spread around the world in 20 countries, the under construction and completed projects more than 200 , the number of project groups in 2014 reached 7, and 4 items in the peak period among them, the total overseas labor number reach 31576, the number of projects in 2015 is 9, of which the peak of the project is 6, the total overseas labor number reach 35178; 2016, the number of project groups is 12, of which there are 8 peak items, the total overseas labor number of labor services is 59295; 2017, till the current number, the project groups reach 12, including the peak items are 6 projects, overseas labor number is 36673 (in the first half of 2017), the total overseas labor number has reached the quantity of 2014&2015 on the first half year. In view of the current situation, the operations and the implementation of system functions still use the 90 's domestic construction management model, the neglect of international direct differentiation factors, the international restrictive regulations, laws cannot be clearly defined, while T Company's international project overseas labor number has proliferation number, its current management mode is not compatible with the actual international demand. This paper analyzes the current situation of the development of the company and the export of labor services, expounds the concept and theory of the project group management model, and the related overseas labor theory, the paper uses the literature analysis to analyzes the overseas labor theory, and uses case analysis method to analyze the overseas labor management mode, by using the method of interview and questionnaire, this paper studies the research situation at home and abroad, extracts the effective information from it, establishes the key chain elements and weights analysis of the management by the Balanced Score Card, and uses the method of combining qualitative analysis and directional analysis to confirm the weight distribution of the key chain elements of the project group management and the classification principle method of the overseas labor workers. The paper puts forward the conclusion of the present management mode of labor service overseas labor number for T company.
