中文摘要:随着2008年全球金融危机的迅速蔓延,传统老牌资本主义强国的国内支柱型企业遭受了强烈的冲击,而与此同时,以中国为首的亚洲地区国家经济展现出了前所未有的发展势头,成为了亚洲地区乃至全世界的新增长点。D集团公司作为德国著名的汽车制造公司,经过在华30年的耕耘,其销售额已占全球市场销售额的比例将近48%。所以D集团公司决定把公司管理中最重要的核心战略之一“区域型司库式资金中心(Regional Treasury Center,RTC)”引入中国市场。同时根据中国国家资金监管特殊要求,把国际上标准的资金管理理论有针对性的进行中国特色改造,以符合监管要求。最终实现D集团公司中国区资金管理价值链上的各子公司在战略方面达成共识、在业务操作方面实现落地,在全球管理框架中找到中国的合理位置。 本文通过案例研究法、经验总结法、理论结合实际法等方法展开研究,共分六个章节。第一章介绍了选题背景、选题意义、研究内容、研究框架、研究方法以及创新点。第二章给出了集团公司和司库管理具体定义,对司库管理的组织架构模式、相关基础理论和运行平台进行了理论回顾,同时列举了国内外相关文献综述。第三章在对D集团公司司库管理发展现状分析的基础上,归纳发现了司库管理方面存在的一系列问题。第四章针对发现的D集团公司司库管理模式存在的问题,确定了优化模式目标及基本原则,提出了切实可行的优化设计方案。第五章,通过分析D公司优化方案实施后的应用效果情况,提出优化方案顺利实施的一系列保障措施。第六章总结了本文的研究结论,指出了本文的局限性,并对以后司库管理模式的研究进行了展望。 本文根据上述分析得出相应结论:现阶段D集团公司中国区建立“区域型司库式资金中心(Regional Treasury Center,RTC)”是解决资金松散管理的有效途径和方式。通过优化司库管理模式能够加大对集团资金的集中管控力度,将企业集团资金集中统一配置,降低企业集团外部融资规模,规避管理过程风险,不断提升企业集团资金管理水平。 
英文摘要:With the rapid extension of global Financial Crisis of 2008, the key enterprises of traditional Developed Countries have been deeply impacted. At the same time, the economy of Asian countries which led by China have shown the amazing development trend and became the new horizon of the global new economy. D group, which is a Germany famous car manufacturing company, has harvested 48% market shares in global car market throughout Chinese market sales revenue by over 30 years hard work. So D group decides to introduce one of the most important strategies “Regional Treasury Center, RTC” into China market. Meanwhile, it would like to make a tailor-made innovation to global standard treasury management process according to China special regulatory supervision requirement. By introducing RTC model, D group plan to realize the harmonization of treasury management strategy of sub-group companies and the localization of operational business procedure. This will ensure RTC China find a suitable place in global management scheme. According to case studies, experience accumulation and realistic theory study, this paper is divided into 6 Chapters. In Chapter 1, it introduces the paper background, the general contents, the paper frame, the paper methodology and flashing points. In Chapter 2, it defines the meaning of Group Company and Treasury Management and makes reviews on the theories about Treasury Management structure, basic policy and platform. Then it lists some reference articles. In Chapter 3, it concludes some series of Treasury Management problems after analysis current status of D group. In Chapter 4, it raises some feasible solutions based analyzed problems and define the Treasury Management optimization target and principle. In Chapter 5, after the simulation of optimization proposal, it suggests some guarantee measures to ensure the implementation. Finally in Chapter 6, it makes the research conclusion and limitation, then it forecast the future research direction. A final conclusion of research has been made as below: Setup China Special RTC for D group is a key solution to current Treasury Management problems. According to the optimization of China Special RTC, it could increase the control power of group by centralized configuration of group liquidity. And at the same time, it could also reduce the external funding volume, lower the management risk and keep increasing the group Treasury Management level.
