中文摘要：	目前，科技型企业已成为我国科学技术创新的主体，越来越受到各地政府部门的重视。天津开发区正处于转型升级的关键时期，如何解决开发区在科技型企业的培育策略上的诸多制约因素，培育一大批拥有自主知识产权、具有自主品牌和持续创新能力的科技型企业，已经成为目前形势下各部门的工作重点。因此，深入研究天津开发区内科技型企业的培育策略，有助于提升开发区的自主创新能力和综合竞争力，对今后各部门的工作具有指导意义。本文以天津开发区科技型企业作为研究对象，从开发区政策法律、投融资环境、孵化器/众创空间等成长环境归纳了开发区科技型企业现阶段面临的主要问题，包括：法律环境不健全、科技政策扶持范围窄、投融资体系不完善、孵化能力偏弱。在此基础上，剖析了科技局面临的环境压力和深层次管理问题，从而提出科技局主导和助推的科技型企业培育具体策略。根据科技局面临的管理问题，提出科技局在职能转型过程中沟通职能、引导功能和财政扶持功能所需要的职能优化；在分析国内外先进地区在孵化器、众创空间和新型服务平台可借鉴经验的基础上，提出了有利于企业培育的专业化园区、面向企业的新型公共服务平台运营等科技局主导的策略与措施；在分析国内外先进地区在信用系统、银行信用贷款、风险投资和贷款担保可借鉴经验的基础上，提出建立企业信用体系、设立引导基金、知识产权质押融资模式和扩大风险补偿扶持范围等科技局助推的企业信用体系和新型融资模式的策略与创新。
英文摘要：	Science and technology enterprises have taken an important role of innovation in China and have been increasingly emphasized by local government. Tianjin Economy and technology Development Area(TEDA) is in the middle of a critical period of transformation and upgrading. Focus should be on resolve the restraint factor in cultivation strategy and foster a multitude of sci-tech enterprises which own proprietary intellectual property rights, proprietary brand and sustained innovative ability. The study on cultivation strategy for regional science and technology enterprises can help to contributed to a guide on the development of capacity for independent innovation and overall competitiveness of TEDA. This thesis takes sci-tech enterprises in TEDA as the research subject, then concludes the current major problems facing by TEDA technology enterprises from the aspect of policies and laws, investment and financing environment and enterprise growth environment such as incubator project and shared work space. The problems including imperfect legal environment, narrow range of government-supported enterprise, defective investment and financing system and relatively weak hatching power for enterprises. By analyzing pressure and management issues encountered bureau of science and technology development, specific foster strategies of science and technology enterprises which lead and boost by bureau of science and technology development are suggested. The exposed management issues of bureau of science and technology development indicates the capability of communication, guide and financial support need to be optimized in the time of the bureau’s function transformation. This paper take the practices of incubator project, shared work space and new type of service platforms as reference in developed region and purpose a series of strategy and measurement which benefits enterprises cultivation of specialized parks and new public service platform leading by the bureau. Base on the working experiences of advanced regions at home and abroad, which provide good experiences in credit system and venture investment, professional industry zone and new type of service platform are proposed to be build. To establish guidance fund, expand finance amount of intellectual property mortgage and enlarge the range of risk compensation are also recommended in this thesis.
