中文摘要：	随着经济的发展、人口的增长以及污染的加重，进入21世纪以来全球的水资源状况不断恶化，很多国家和地区都出现的水资源的短缺。我们国家的水资源贫乏，是世界上13个水资源贫困国家之一，近年来水资源短缺引起了国家的高度重视，因此海水淡化作为唯一的增量技术越来越受到重视，成为解决水资源短缺的可行性方案和重要途径。尽管如此，海水淡化在我国的发展并不如许多专家和学者所预期的那么顺利，除了技术原因，海水淡化工程在商业模式和政策支持也需要突破。我国早在20世纪80年代便引入了“PPP”模式建设模式，至今已经走过了30多年，积累了大量的经验。目前这股PPP热潮自2014年11月财政部颁布的《关于推广运用政府和社会资本合作模式有关问题的通知》（财金[2014]76号，简称《通知》）和发改委颁布的《国家发展改革委关于开展政府和社会资本合作的指导意见》（发改投资[2014]2724号，简称《指导意见》），开始兴起，逐渐成为政府兴建公共工程的重要模式选择，也给海水淡化的发展带来了新的机会。本文首先阐述了PPP模式的内涵、理论基础；其次论述了我国海水淡化的发展现状和存在的问题，PPP模式与其他模式的比较及其优势，指出PPP模式对海水淡化产业的促进作用，同时介绍了国外的经验；再次从PPP模式应用到海水淡化项目上研究了SPV项目公司、项目融资、项目后期运营三个关键因素；然后从企业角度出发，研究企业开展海水淡化PPP项目所需要具备的能力，包括必要的基本条件、风险应对能力以及创新能力，在创新能力中提出一种循环产业园的“后PPP”模式；最后通过一个具体的海水淡化项目案例来说明PPP模式在海水淡化项目中应用以及经验教训等。通过PPP模式在海水淡化企业中的应用研究，试图从非技术角度，即从融资渠道、项目组织模式及其配套的管理角度来探索海水淡化企业在我国发展的成长路径，力求借助PPP模式推动更多企业参与到海水淡化产业中，促进海水淡化这一新兴产业更加有效地解决我国水资源短缺问题。
英文摘要：	Since the 21st century, the global water resources situation deteriorated, many countries and regions are the shortage of water resources. Water shortage in our country is one of the 13 water-poor countries in the world. In recent years, water shortages have attracted the attention of the state, so seawater desalination has become more and more attention as the only incremental technology to become a solution to water resources Shortage of viable programs and important ways. Nevertheless, the development of seawater desalination in China is not as good as expected by many experts and scholars, and in addition to technical reasons, desalination projects in the business model and policy support also need to break through. China has developed the PPP since last century. Since 2014, the government has begun to advocate the PPP model as a new form of public works and service construction. It has gradually become an important model for the construction of public works. It has also brought new opportunities for the development of desalination. This thesis first elaborates the connotation and theoretical basis of the PPP model. Secondly, it discusses the development status and existing problems of the desalination in China, points out the promotion effect of the PPP model on the desalination industry, and introduces the experience of the foreign countries. To the desalination project to study the SPV project company, project financing, project post-operation of the three key factors; and then from the enterprise point of view, to study the enterprise to carry out desalination PPP projects need to have the ability, including the necessary basic conditions, risk response capacity As well as innovation ability, in the innovation capacity of a recycling industry park "post-PPP" model; Finally through a specific case of desalination project point of view. Through the application of PPP model in desalination enterprises, this thesis attempts to explore the growth path of desalination enterprises in China from the perspective of non-technical, ie, financing channels, project organization and their supporting management, and strive to promote more Multi-enterprise participation in the desalination industry, to promote the desalination of this emerging industry to more effectively solve the problem of water shortages in China.
