中文摘要：	随着公司在中国的业务飞速发展，HC制药工厂的产能越来越受到生产能力水平的限制，按照未来五年的销售预测，到2020年工厂的产能将会出现不足，需要进行产能扩张策略对应，以满足销售需求。因此，HC制药着手进行扩张准备，与此同时，国务院办公厅发布了“关于开展仿制药质量和疗效一致性评价的意见”，要求药品生产企业对所生产的仿制药品进行一致性评价研究，一致性评价合格的药品在未来才可以注册生产，在这样的大背景下，原策略方案是否依然实施，还是在外部环境发生变化时，顺应变化做出调整，减少运营成本，是HC制药工厂面临的客观现实问题。 本文运用文献研究法，案例分析法及专家访谈法，对HC制药产能扩张策略进行了研究。作者首先对讨论所涉及到的一些企业运营的相关理论，包括战略理论，运营战略理论，风险管理等经典理论和分析方法进行了回顾，以此为基础，对产能扩张动因进行了分析。文章对中国医药行业的现状及一致性评价政策对HC公司的产品品种影响进行了详细分析，重点介绍了HC企业所生产的产品和工艺路线，它的生产运营情况和目前的产能情况。同时给出了未来五年的市场销售预测。根据预测与目前产能的差距，结合客观实际情况，找到了产能扩张动因，随之提出了三个可能的策略解决方案。通过对三个方案的具体阐述及风险评估，最后得出了最优方案，对于最优方案，作者从组织与制度保障，资源与技术保障四方面对产能扩张的实施保障进行了分析，论述了策略方案的可行性。 本文根据当前的变化做出了切实可行的策略方案，对HC制药企业的未来可持续发展具有重大意义。另外，本文对医药行业现状及一致性评价政策的分析及决策过程方法，对于其他企业及政策制定者具有很好的借鉴意义。
英文摘要：	With the rapid development of market, the production capacity in HC plant is becoming constrained, according to the mid-term 5years plan, it is predicted that the production capacity of HC plant can not match the increase of sales from 2020, therefore the operation team in HC has to consider the countermeasure for capacity management to keep stable supply. Meanwhile, the renovation in medicine field is being boosted by authority, a series of policies for improving quality of medicines were announced, especially the policy of generic drug consistency evaluation. All the generic drugs were required to complete the consistency evaluation, otherwise, it can not be allowed to manufacture in near future. How does the policy impact on the products in HC? is the capacity expansion involved in the policy? HC plant is facing the challenge. The author utilizes some tools like literature research method, case analysis and expert interviews method to study the case, the author reviewed the classical concepts of operation management, including operation strategy, risk management etc. based on these theories, the current status of Chinese pharmaceutical industry and policy changing is thought over, especially the policy of consistency evaluation for generic drugs, it has significantly impact on the launched products. The main products and process flows are introduced, the current situation of plant and production capacity are analyzed as well, combines the future 5yeas of sales forecast, the gap between sales forecast and production capacity is found, three solutions are proposed for capacity expansion，based on the specific risk evaluation, we select the solution, and the implement guarantee is evaluated as well. The research defines the strategy for capacity expansion following variation, it will be meaningful for the future sustainable development of HC, in addition, the research for medical industry’s status and the policy of generic drug consistency evaluation and decision-making process, can be referred by many enterprises and policy maker.
