| 中文摘要: | 长期以来,我国的公路货运行业货与车匹配效率较低,道路货物运输市场难以对货源信息进行有效组织和运用,导致物流市场信息不对称、资源分散、成本居高不下。近年来,货运物流行业逐步与物联网、移动互联网等新一代信息技术实现深度融合,无车承运人这种新的经营模式在货运物流市场中应运而生。无车承运人运用新一代信息技术手段将车辆、货源、站场等物流资源进行管理和调度,具有规范市场主体经营行为和优化物流市场结构的作用,同时能够有效地提升运输组织效率,推动货运物流行业转型升级。 由于我国的无车承运人发展起步较晚,在为货运市场带来新的发展变革的同时,也面临诸多挑战。从政策和法律环境层面来说,无车承运人的准入机制、开具发票、责任认定等方面均需要相关政策法规的引导与约束。从实施运营层面来说,车源与货源的广泛获取和快速匹配是发展的关键,这也对对于无车承运人平台建设商业模式设计的创新以及运营的科学性提出更高的要求。因此对该领域的研究具有重要的现实意义。 本文以H公司无车承运人平台项目为对象,通过文献研究法、案例研究法和管理调研法展开研究。首先对论文的选题背景、研究意义、研究内容、研究方法、技术路线和论文结构进行了梳理;然后对无车承运人、项目管理和项目风险管理理论进行综述;接下来从宏观环境和H公司无车承运人平台项目优势特点这两方面对该项目进行独特性分析;第四章和第五章为本文的重要章节,分别对该项目的建设方案和风险管理进行研究分析。将德尔菲法与损失期望值法相结合,制定出应对不同风险的具体措施,降低项目风险发生的概率。 本文从选题内容和研究方法上均具有创新性,通过对H公司无车承运人平台项目的建设实施方案和风险管理进行研究与分析,将理论与实践相结合,不仅最大限度的降低了H公司该项目的风险,同时为该领域的项目建设后期研究提供了依据。 | |
| 英文摘要: | For a long time, the matching efficiency of goods and vehicles in China's highway freight industry has been in a low state, the road freight transport market is difficult to effectively organize and use the supply information of goods, it leads to asymmetric information, scattered resources and high cost in the logistics market. In recent years, the freight logistics industry has gradually integrated with the new generation of information technology, such as IOT and mobile Internet.Truck Broker as a new business model in the freight logistics market came into being.The Truck Broker ues the new generation of information technology to manage and schedule the logistics resources, such as vehicles, goods supply, station and so on. It has the function of standardizing the operation of the main market and optimizing the structure of the logistics market, meanwhile, it can effectively improve the efficiency of the transport organization, and promote the transformation and upgrading of the logistics industry. As the development of the Truck Broker started late in China, it brings new development and changes for the freight market, but also faces many challenges. From the policy and legal level, it is necessary to guide and restrain the relevant policies and regulations for Truck Broker in access mechanism, invoicing, responsibility and other aspects. From the implementation of the operating level, widely available source of car and supply of goods and fast matching is the key to the development, it also puts forward higher requirements to the no car carrier on innovation of the commercial mode design and the scientific of operation. Therefore, the research of this field has important practical significance. This paper takes H company as the object of the Truck Broker platform, and studies through literature research, case study and management research. Firstly, this research analyzed the background, significance, research content, research methods, technical lines and the structure of the paper; Secondly, summarizes the theory of Truck Broker, project management and project risk management; Thirdly, conducted unique analysis of the project from the macro environment and the advantages and characteristics of H company's Truck Broker platform; Chapter four and chapter five are the important chapters of this paper, the project construction plan and the management risk of the project are analyzed respectively. Combining the Delphi method with the loss expectation method,developing specific measures to deal with different risks and reduce the probability of the project risk. The research contents and methods are innovative in this paper,The reserach based on the analysis of the construction plan and management risk of the H company Truck Broker platform project, combining theory with practice, not only maximum reduced the risk of H company’s project,but also provide a research basis for the project construction later reserach in this field. | |
