中文摘要：	PC总承包模式作为国际通行的一种工程建设项目组织实施方式，具有项目投资管控效果好、施工效率高、物资采购质量更有保障等诸多优点，是我国与国际工程承包和管理方式接轨，适应社会主义市场经济发展和加入世界贸易组织后新形势的必然要求。进度计划管理作为PC总承包项目管理的核心工作之一，是项目能否顺利实施，完美履约的首要决定因素。然而，由于PC总承包模式在国内房建施工企业中的应用尚处于探索阶段，目前仍缺乏系统的PC总承包模式下的进度计划管理经验及研究成果。因此，研究PC总承包模式下的进度计划管理具有十分重要的理论意义和工程应用价值。本文依托天津高银117大厦PC总承包项目进度计划管理工作，采用辩证分析法、比较分析法、实证与案例分析法相结合的方法，系统深入地研究了PC总承包模式下进度计划管理这一关键问题，建立了系统的PC总承包模式下进度计划管理体系及实施流程，提出了两大进度计划管理创新技术手段，主要研究内容和成果如下：其一：基于PC总承包项目工程特点，确立了进度计划管理的两个龙头地位、三大组成内容及其层次关系。其二：基于进度计划管理的地位及内容层次分析，建立了科学完善的进度计划管理体系，包括体系的组成及职责，重点明确了进度计划管理核心部门——计划部的组织架构、主要岗位职责及其考评标准。其三：基于进度计划管理体系的建立，建立了PC总承包模式下进度计划管理的实施流程，包括计划的制定、执行与跟踪、考核、更新及变更等。进度计划管理实施流程是进度计划管理的行动指南，科学、标准、有序的计划管理实施流程才能使进度计划管理进入轨道，最终达到管理目标。其四：基于天津高银117大厦项目进度计划管理实践，创新应用了斜线图和综合计划管理网络平台等进度计划管理技术，使进度计划管理更加科学化、标准化、信息化，推动了上述创新技术在超高层、复杂城市综合体等特大型项目进度计划管理中的应用。
英文摘要：	As a kind of international implementation of construction project, PC general constructing model has many advantages such as good investment control effect, high construction efficiency,more secure in the quality of material procurement.It can promote the integration in project contracting and management mode in China and overseas,for adapting to development of economy and society after entering WTO.As one of the core work in PC general constructing model, plan management retard the implement and performance in project.However, due to the application of PC general contracting model in the domestic construction enterprises is still in the exploratory stage, there is still a lack of systematic experience and research results in plan management in PC general contracting model.Therefore, it is of great theoretical significance and engineering application value to study the plan management under PC general contracting model. Based on the plan management of PC general contracting model in Goldin 117 building project in TIANJIN, this paper use the dialectical analysis method, comparative analysis method and empirical and case analysis combined method to study the application of the plan management under PC general contracting model.Moreover, it establishes a system and implementation process of plan management under PC general contracting model. The main results are as follows:Firstly, this paper establishes the two leading position of the plan management and the three major components and their hierarchical relationship.Secondly, Based on the analysis in position and the content of plan management, the paper establishes a scientific and perfect system in plan management.Including the composition and responsibilities of the system, focusing on the core department in plan management.At the same time,the organization,the responsibilities and the evaluation criteria of the planning department are formulated.Thirdly, this paper proposes a whole plan management system including plan, execution, tracking and assessment, update and change in PC model.The implementation process of plan management is a guide to action .Scientific, standard and orderly implementation process can make the plan management into orbit, and ultimately achieve management objectives.Fourth, The innovative application of slant chart and plan management platform make the plan management more scientific,standard,and informational,and promote it’s application in large high-rise and complex urban complex project management.
