中文摘要：	摘 要 石油是一个国家重要的能源，随着我国陆地可供开采石油区块的减少，各大石油公司开始加大在海洋中开采石油的投资，海上石油开发项目也不断地增多。自2001年国家标准化委员会制定《职业健康安全管理体系规范》（GB/T28001-2001）以来，HSE管理体系作为一种先进、高效的管理方式已经成功应用到我国陆地石油企业当中。但是当陆地石油企业进军海上时，又须建立一套适用于海上石油开发项目的HSE管理体系。目前针对如何系统全面地建立海上石油开发项目HSE管理体系的研究文章还没有，因此，在此领域系统地进行研究，对指导我国石油企业进军海上，确保海上石油开发项目安全具有重要意义。 本文首先从HSE管理的概念入手，将HSE管理体系的理念引入到海上石油开发项目中来，详细介绍了HSE管理体系的核心内容、特征、构建方法，然后结合海上石油开发项目的具体特点，对HSE管理体系在海上石油开发项目中的构建与实施进行了探索。本文概略叙述了HSE管理体系基本理论，阐明HSE管理体系的内涵与基本内容同时通过海上石油开发项目特征分析，研究了海上石油开发项目实施HSE管理体系的动因与可行性并结合海上石油开发项目管理实际，探讨了海上石油开发项目实施HSE体系化管理的难点。根据我国对海上石油开发项目的管理模式的要求作者提出了在体系中增加危机管理和第三方检验的两个二级要素，在此基础上依据我国HSE管理体系标准作者又提出了构建与海上石油开发项目HSE管理体系的步骤。最后作者通过对中国海洋石油总公司相关部门的调查访谈，汇总了HSE体系执行过程中容易出像的问题，并提出了相应的保障措施。 本文首次提出在海上石油开发项目HSE管理体系中增加第三方检验及危机管理程序两个要素，为陆地石油企业进军海上石油开采领域提供了指导，也为其他HSE研究人员提供了一个新的研究方向。 关键词：海洋石油开发项目 HSE管理体系 持续改进 PDCA理论
英文摘要：	Abstract Oil is a kind of important source of energy for every country. With the reduction of onshore oil resource, many oil companies started to invest in offshore oil. Since 2001, the State Committee for Standardization built "Occupational Health and Safety Management System" (GB/T28001-2001), HSE management system have been successfully applied to China's onshore oil exploration. But when these companies start to develop the offshore oilfield, they must establish special HSE management system for offshore oil development projects. Now seldom paper has been published about how to establish HSE management system in offshore oilfield. This paper carries out a systematic study of HSE management system to guild these companies. The paper study the concept of HSE management, the details of content of HSE management, characteristics, construction method, and the combination with offshore oil development projects in the specific characteristics of HSE management system . The paper gives an overview of the basic theory of HSE management system to clarify the meaning of HSE management system and basic content. Then the author research offshore oil development projects in the implementation of HSE management system and feasibility of the motives through the characteristics of offshore oil development project analysis. Combined with the practice of offshore oil development project, the paper explores the difficulty of offshore oil development projects of the implementation of HSE management system. The paper adds the risk management element and the third-party testing element according to China's offshore oil development project .The author build the HSE management system steps according to the standard of our HSE management system. Finally the paper proposes safeguards to the implementation of HSE management system after investigate the relevant departments of China National Offshore Oil Corporation.
