| 中文摘要: | 为了深入实施国家的创新发展驱动战略 ,全面推进 “大众创业万新 ”, 党中央、国务院非常关注家自主创新示范区的发展和建设,先后共批复了 17个自创区。随着国家主新示范陆续地获批,研究当前的发展和建设成就,并通过研究自创区新系统提出未来园议是现阶段的重要问题。 在相关文献仔细研读和科委项目实地调的基础上,本提出了一套可横 向比较各个自主创新示范区竞争力的评价指标体系,从、环境、协同创新能力绩效四个方面选取了 44个指标。在该体系的基础 上,提炼出影响自主创新示范区能力的要素构建了系统动力学的因果关模型,清晰地展现了各要素之间用定性的方法研究了自创区运行演进机理。然后以中关村示范历年科技统计数据为依,从创新主体、环境协同能力绩效四个子模块分别建立了系统动态流图,仿真模拟自创区 创新系统的运行。最后通过调整国 家实施的几个政策因子,提出了相关建议。 本文通过国家自主创 新示范区系统的因果关模型发现,新系统是一个循环反馈的过程,相互影响各因素最终会形成闭回路。在自创区新系统中,资金人才企业都必不可少的要素越多园经济越发达。另外本文的仿真模拟结果表明:国家自主创新示范区属于错综复杂的创新系统,各项政策之间相辅成紧密联共同促进自区发展。 | |
| 英文摘要: | For the full implementation of innovation driven development strategy, and further promote the public entrepreneurship and innovation, the CPC Central Committee and State Council attached great importance to the construction of Self-dependent Innovation Demonstration Area.The number of Demonstration Area has reached 17. With the increasing approval of Demonstration Area, the current development and construction achievements of Self-dependent Innovation Demonstration Area, and through the research reference and puts forward suggestions for future park construction, is an important issue at this stage. Based on literature research and field research, this thesis presents a set of competitiveness evaluation index system,which can horizontal compare innovation of each Area.It consist of four aspects: innovation subject, innovation environment, collaborative innovation capacity and innovation performance and 44 indexes. On the basis of this index system, this thesis points out the main influence of Area innovation ability factor, builds the system dynamics causal relation model,which clearly show the causal relationship between the various elements of the operation.This thesis also research the operational mechanism of Area. Then this thesis according to the statistical data of Zhongguancun, established flow diagram of system from four sub modules:the innovation subject, innovation environment, collaborative innovation capacity and innovation performance,and dynamical simulated the regional innovation system. Finally, through the sensitivity analysis of policy factors, the thesis puts forward some policy suggestions. In this thesis, we find the innovation system is a process of circulation, and the factors that affect each other will form a closed loop. In the innovation system, the capital,talent are essential.The more factors will bring more money. In addition, the simulation results show: the area, as a complex innovation system, the policy complement each other, closely linked to jointly promote the development of area. | |
