中文摘要: 摘要 食品行业是个特殊的行业,它关系到日常生活质量和全社会的健康。而近年来国内外食品安全事故频频发生,食品安全状况令人堪忧。 20世纪90年代以来,供应链管理的思想已成为学术界及企业界关注的热门话题,尤其是供应链管理成功地应用于诸如IBM、DHL等各种行业公司的经营管理之后,食品和农产品行业也纷纷效仿,将供应链管理的思想引入到该行业之中以此来提高自身的竞争力。 供应链是由供应商的供应商、供应商、核心企业、用户、用户的用户等连成一个整体的功能性柔性网链结构模式。而食品供应链基本构成为产前种子、饲料等生产资料的供应环节(种子、饲料供应商)——产中种养业生产环节(农户或生产企业)——产后分级、包装、加工、储运、销售等环节——消费者。 本文紧扣我国食品安全问题的主题,在有关食品供应链管理理论分析的基础上,借鉴国际组织及发达国家食品供应链管理的基本经验,从供应链管理的角度对我国食品安全问题现状及发生的原因进行系统研究,以期从理论和实践两方面为解决中国的食品安全问题提供一种新的思路。 论文共分为六章:第一章是导论,主要阐述研究背景及目的、研究方法和思路、研究内容等;第二章回顾了供应链管理、食品、食品安全等相关理论,并以此作为本文研究的理论依据;第三章分析了三鹿奶粉“三聚氰胺”事件及肯德基“苏丹红”事件发生的基本状况及原因;第四章以第三章的案例为基础,分析了我国食品供应链管理的现状及存在的问题,并探讨问题发生的根源;在前几章分析的基础上,第五章提出了基于供应链管理的食品安全“网-链”控制模式,并且强调食品供应链的核心企业在食品安全中的重要作用,在此模式中有针对性的提出一些可供参考的对策,有利于保障我国食品安全;第六章是结论,对全文进行高度概括和总结。 本文的创新点在于,从供应链管理的角度出发,对我国食品行业安全问题现状及原因进行了专门研究,并提出具有一定操作性的对策建议,希望研究成果能对我国食品行业的安全管理起到一定的借鉴和参考价值。 关键词:供应链管理 食品安全 食品供应链 食品“网-链控制”模式  
英文摘要: Abstract The food industry is unique, because it is closely related to the safety of daily lives and the health of people as a whole. The of food safety accidents occurred frequently at home and abroad, so the food security situation is worrying in recent years. Since the 1990's, supply chain management has become a hot topic among academics and the business community, especially when supply chain management has been successfully used to companies such as IBM, DHL and other industries. And then food and agricultural industry brought supply chain management into their operation as follow in order to improve their own competitiveness. Supply chain is a chain structure of flexible network model made by the suppliers of suppliers, suppliers, the core enterprises, users, customers and other users. And the basic components of food supply chain is prenatal seed, feed and other links in the supply of means of production (seeds, feed suppliers) - the middle link in the production of planting and breeding industry (farmers or producers) - post-classification, packaging, processing , storage, transportation, sales and so on - consumers. This paper pays close attention to the theme of Chinese food safety issues. It is based on the food supply chain management theoretical analysis, drawing on the basic experience of the food supply chain management from international organizations and developed countries. And this paper studies systematically on the status quo and the outbreak reasons of Chinese food safety issues from the perspective of supply chain management, with a view to provide a new way of thinking to resolve the issue of food safety in China from both sides of the theory and practice. The paper is divided into six chapters: Chapter I is the Introduction, the main purpose of the research background and aims, the research methods and ideas, and the research content and so on; Chapter II reviewed related theories concluding the supply chain management, food, food safety as a theoretical basis for this article; Chapter III analyzes the basic situation and the reasons of the Sanlu milk "melamine" incidents and KFC "Sudan red" incidents; Chapter III is analyses the current situation and problems of Chinese food supply chain management based on the cases of Chapter IV to explore the root causes of problems; Based on Analysis of the previous chapters, Chapter V gives a food safety "net - chain" control mode of based on the supply chain management, stresses the important role of the core enterprises in the food supply chain for food safety, and puts forward some specific measures used as reference that are conducive to the protection of Chinese food safety; Chapter VI is the conclusion giving a highly condensed summary of the full text. In this paper, the innovation lies in the special study on the current situation and the reasons food safety issues in China the fact that from the of view supply chain management, and provides some certain operational proposals in the hope that the research plays a reference role on China's food safety management.
