中文摘要：	随着大数据时代的到来，近年来政府数据开放在世界范围内迅速流行并发展，成为各国政府工作的关注重点之一。然而在将政府数据向公民进行开放，提供利用的同时，也会出现各种风险和困难，有些风险已经逐渐暴露，有些风险则潜藏在政府数据开放的各个阶段中。 本文选取了英国医疗健康大数据开放、美国国税局数据开放和国内政府数据开放三个案例，运用案例研究法和比较研究法两种研究方法，建立了一个多圈层模型来将案例内研究和跨案例研究相结合，探究政府数据开放的风险产生原因、类型以及相应的对策，识别出政府数据开放中的风险，采取有效的应对措施加以解决。 本文的研究内容主要有以下几个方面：第一，建立研究框架，通过案例内分析找出各阶段引发政府数据开放中风险的原因；第二，将三个案例进行整合，通过跨案例分析将政府数据开放过程中的风险进行分类剖析；第三，针对已得出的不同类型的风险，提出相应的解决策略。 基于以上的分析，对得出的研究结果做如下的总结：第一，本文构建政府数据开放工作阶段和风险类型相结合的圈层式的案例研究框架，对政府数据开放中的风险及原因进行分析是比较合理的；第二，政府数据开放中的风险可归结为管理风险、技术风险和环境风险三类。第三，针对以上不同类型的风险可采取相应的措施加以避免或解决，管理风险可通过加强法规制度建设、重视沟通合作、加强监督管理力度和建立有效的评估体系等措施加以应对，技术风险的对策主要有加强工作人员技术培训，构建元数据、统一数据开放标准，提高系统安全性能、定期更新维护等；环境风险的应对措施主要有完善商业合作及外包程序、规范数据开放流程、加大宣传教育力度等。配合研究分析和论证需要，本文共有图5幅，表9个，参考文献70篇。
英文摘要：	With the advent of the era of big data, open government data in the world is popular and has become one of the focus of the development work of governments in recent years. However, there will be various risks and difficulties at the same time. Some risks have been exposed gradually, and some risks are hidden in various stages. This paper selects the British medical and health big data, IRS data open and Chinese open government data as three cases. I chosen case study method and comparative approach as main research method, and I established a multi zone model of the risks of open government data with its stages to combine case study and cross-case studies. It is helpful to explore the reasons, types and the corresponding countermeasures of the risk of the open government data, so as to identify the risks of government data more accurately and timely, and take effective measures to solve them. The main contents of this paper are as follows. First, I established a research framework to find out the various stages of risk analysis of the causes of open government data. Second, three cases were integrated through cross-case analysis the classification of risk analysis in the process of open government data. Third, according to the different types of risk, put forward the corresponding settlement tactics. Based on the analysis above, the summary of the study results are as follows. First, it is reasonable to combine with the risk management methods and the existing models of the enterprise and the government to build a multi zone model of the risks of open government data with its stages. Second, the risk of government data in the open can be divided into management risk, technology risk and environment risk. Third, we can take appropriate measures to avoid or resolve the different types of risk above. We can resolve the management risk by strengthening the construction of regulations, pay attention to communication and cooperation, strengthen supervision and establish effective evaluation system and other measures. To deal with the risk of technology, mainly to strengthen the technical training of staff, construction of metadata, unified data open standards, improve the system safety performance, updating and maintenance. And environmental risk measures are to improve the business cooperation and outsourcing program, standardized data open process, increase publicity and education efforts. In order to meet the needs of research, analysis and demonstration, there are 5 figures, 9 tables and 70 references in this paper.
