中文摘要：	《中华人民共和国政府信息公开条例》（以下简称<条例>）从2007年颁布至今已有十年，政府信息公开工作取得了重大的发展。档案馆和图书馆是《条例》中规定的履行政府信息公开服务的两个实体查阅场所，为政府信息公开工作的发展贡献了一份力量。本研究以承担政府信息公开工作的国家档案馆和公共图书馆为研究对象，将两者在开展政府信息公开服务工作中的情况进行比较，比较的目的是将自我审视与对照检查相结合，从而探索改进和完善自身工作的对策，掌握档案馆在政府信息公开这项系统性的大工程中处于怎样一个水平和位置，寻找未来继续参与政府信息公开的方向。本研究采用比较分析法和实地调研方法相结合，从中把握已有研究的情况和现实工作的进展。 笔者从档案馆和图书馆内的政府信息公开实体查阅场所切入，以天津市档案馆和天津市图书馆作为调研对象，以查阅者和调研者的不同角色先后进入档案馆和图书馆调研两馆的政府信息公开服务工作情况。此外，还将政府信息公开的服务延伸至网络中，对32个省级（自治区、直辖市）的档案馆和图书馆在官方网站上提供的政府信息公开服务进行比较。从实体场所和网站建设的现状中找到存在的问题，寻找解决的方法和提升政府信息公开服务水平的对策，目前档案馆要做好政府信息公开服务，除了需要和图书馆合作，还需要政府的大力支持。通过调研，笔者认为有必要继续在档案馆设置政府信息公开查阅服务场所，而档案馆未来参与政府信息公开的路径将会转移到网络中，档案馆目前既要抓好服务场所的建设，又要为未来在网络中开展政府信息服务而打好基础。 本文的创新之处在于构建了一个有档案馆、图书馆、政府和社会公众的政府信息公开角色体系，分别对从档案馆自身的改进措施、档案馆和图书馆的相互合作的扩展、明确政府这一重要角色如何支持档案馆解决现阶段开展政府信息公开服务存在的问题三个角度探讨如何改进和提升档案馆的政府信息公开服务水平。
英文摘要：	“The Decree of Government Information Disclosure” has been promulgated since 2007, and it has made great progress in the work of government information disclosure in the past ten years. Archives and libraries are the two entities in the decree to fulfill the disclosure of government information services, and contribute to the development of government information disclosure. In this study, the national archives and public library as the research object, the two in the government information disclosure service were compared. The purpose of compare is combine self - examination with check to explore the countermeasures to improve and perfect their own work, master a level and position of archives in the system of government information disclosure, look for the future direction of archives to continue to participate in the government information disclosure. In this study, use comparative analysis and field research methods, combined with the existing research and the reality of the work. The author's research set up in the government information disclosure service entity archives and libraries, the Archives of Tianjin city and the library of Tianjin city as the research object, work in different roles and access to research has entered the archives and Research Library museum. In addition, the government information disclosure services extended to the network, the 32 provinces (autonomous regions and municipality directly under the Central Government ) archives and libraries on the official website of government information disclosure services for comparison. Find the problems from the current state of solid place and site construction, looking for solutions and countermeasures to improve the government information disclosure service. In addition to cooperate with the libraries, but also need government to support if archives want to complete their own work. Through the investigation, the author thinks that it is necessary to set up public access to government information service in the archives, but the future path of archives for government information disclosure will be transferred to the network. The construction of the archives not only to grasp the service places, but also attach importance to network construction and lay a good foundation for the future development of government information disclosure service in the network. The innovation of this paper is to build a disclosure of government information system ,the role in the system including libraries, archives, the government and the public, from three angles respectively: the archives themselves improvement measures, archives and libraries cooperative extension, clear government is an important role to support archives to solve problem at this stage of government information disclosure service, discussed how to improve the archives service functions in government information disclosure.
