中文摘要：	公民参与是国家走向政治民主和政治文明不可分割的部分，而参与方式则是公民影响政府公共决策和参与公共事务管理的保证。传统的公民参与方式存在许多的问题，这影响到了现实民主的发展，而网络的出现在一定的程度上改善了传统形式下的公民参与的不足。公民通过网络参与政治事务，与政府部门开展交流，已成为现阶段我国公民参与政治的重要方式。研究这种网络环境下公民参与的现状及发展走向对于现实民主建设将具有深刻的意义。 全文由六个部分构成。第一章介绍了本文的研究背景、研究目的、研究意义、研究思路和研究方法。第二章首先对政府信息公开、公民参与、电子民主等相关理论进行了综合性的分析，并在此基础上对公民在线协作的概念进行了界定。第三章论述了传统情境下公民多个层面的参与困境，并分析了网络环境对公民参与的积极影响。在此基础上，从公民在线协作的意义、特征及表现形式等方面分别展开论述。第四章通过对各级政府网站的政民互动平台以及多个政务论坛的调研分析，以及如“E两会”、“岭南十拍”等公民在线协作的典型个案的调研，对现阶段我国公民在线协作的主体特征、信息关注范围、参与渠道、交流深度以及发展轨迹等问题进行了相对深入的分析。第五章对当前公众在线协作存在的问题，下一步发展的重点以及公民在线协作的局限性进行综合性的论述分析。最后，在结论部分即第六章，给出了本文的研究结论：在当前，公民在线协作开辟了多元化和互动化的参与渠道，提高了公民参与的广度和深度，也带动了参与者的成熟，可以在政府和公民之间形成一种有效的互动机制，对社会主义民主政治建设具有重大的理论意义和现实意义。
英文摘要：	Citizen participation is an important part of political civilization and political democracy, and the way of participation guarantees that the citizens can participate in government affairs and affects the government’s decision-making. We found that there are a lot of problems existing in the traditional ways of citizen participation，which affects the development of realistic democracy, and the emergence of network makes up the problem of traditional insufficient participation to some extent. Citizens participate in political affairs and exchange opinions with government departments and other citizens through the network, which has become an important way of citizens’ political participation currently. So it is meaningful and useful to study the relations between“cyber-democracy" and realistic democracy development. The whole thesis is divided into six major parts. The first part(introduction) simply introduces the research significance，the research background，the research methods，the research approach and the general outline of this thesis. Chapter Ⅱfirstly take a comprehensive analysis on the theories about government information publicity, citizen participation, cyber-democracy, etc.,and based on the analysis aboved，the thesis defines the concept of citizens' on-line coordination. Chapter Ⅲanalyzes the deficiencies of citizen participation in the traditional ways, then discusses the positive influence of network environment on the citizen participation. On this basis, the thesis presents the significance ,characteristics and forms of citizens' on-line coordination respectively. Chapter IV takes a research on government-citizen interactive platforms and political forums in all levels, such as “E-Two Sessions” etc. as typical cases of citizens' on-line coordination, to analyze citizens' on-line coordination from it’s basic features of participants，participants’ information focus, ways of participation, depth of communication and development track. Chapter V takes a comprehensive analyses on the current existing problems, the priority of next development and the deficiency existing in citizens' on-line coordination. Finally, in the conclusion part of Chapter VI, the thesis gives conclusions as follows: At present, citizens' on-line coordination has provided the citizen participation varied and interactive channels. It has pushed the citizen participation forward in width and depth.it also has strengthened the sense of citizen participation.it can build an effective interactive mechanism between government and citizen, which is of great theoretical and practical significance to the building of socialism democracy and civil democracy consciousness. it is in a period of flourishing development.
