中文摘要：	创新的作用在经济发展中日益突出。党中央也把创新确定为国家的长期发展战略。在微观层面，推动经济的发展和创新能力的提升，主要依靠企业，尤其是高科技企业。高科技企业要想不断获取新产品和新技术，一个很重要的途径就是研发，而关于高科技企业的研发水平，一个重要的指标就是研发投入。在外部环境所包含的众多因素，都会影响到企业研发投入，本文所想要研究的一个重要因素就是知识产权保护状况的影响。当知识产权保护水平较低时，会增强企业进行研发的信息不对称程度和外部性程度，使得企业的研发投入面临着更大的不确定性，会降低研发投入水平。 研发投入决策作为高科技企业的一项战略性决策，不仅依赖于知识产权保护水平等外部环境，也依赖于高科技企业自身的内部状况，而管理者特质对于该项决策制定更是有着直接而重要的影响，尤其是管理者的风险特质，因为高科技企业创新研发投入，因为这是一种高风险、长周期的投资活动，不同的高科技企业，因其自身独特的风险异质性及其管理者风险特质的异质性，在面临中国知识产权保护水平薄弱所导致的产权保护不确定的情景下，对于研发投入的决策导向会产生重要的影响。 因此，本文依据结合了中国情景，即引入“知识产权执法效果”的改进GP指数，衡量我国省份之间的知识产权保护差异，作为省份地域范围内高科技企业的知识产权保护水平的赋值，以此分析知识产权保护水平对于高科技企业研发投入所产生的影响。同时引入管理者的风险特质作为调节因素，分析管理者的风险偏好特性，在知识产权保护水平影响高科技企业研发投入的路径中所起到的影响作用。 研究结果表明：越高的知识产权保护水平，将会带来越高的高科技企业研发投入水平。而在我国知识产权执法效果较差的情景下，高科技企业则不愿意进行创新研发投入。管理者作为主要的决策者，具有风险偏好特质，愿意承担高科技企业研发投入所存在的巨大风险和不确定性，为了在未来中获取高额的回报，则会倾向于加大创新的力度。在中国弱知识产权保护的环境下，偏好风险的管理者为了抓住及时的创新发展的机遇，有好的发展机遇时，也会加大研发投入。

The improvement of the national innovation ability is largely due to the ability of enterprises to innovate, especially the innovation ability of high-tech enterprises. High-tech enterprises in order to continue to obtain new products and new technologies, a very important way is to research and development, and high-tech enterprises on the level of research and development, an important indicator is R&D investment. There are many external environments that affect the decision-making of R&D in high-tech enterprises. One of the most important is the level of intellectual property protection in China. When the level of intellectual property protection is low, it will enhance the degree of information asymmetry and externality of R&D enterprises, so that the R&D investment of enterprises is facing greater uncertainty and will reduce the level of R&D investment. The results show that the higher the level of intellectual property protection, the higher the level of R&D investment in high-tech enterprises. In the case of poor enforcement of intellectual property rights in China, high-tech enterprises are reluctant to carry out innovative R&D investment. As a major decision maker, managers are willing to take on the huge risks and uncertainties of R&D investment in high-tech enterprises. In order to obtain the long-term benefits of enterprise innovation, they will tend to increase their R&D investment. In the context of China's weak intellectual property protection, risk-ridden managers will increase R&D investment in order to seize the opportunities for timely and innovative development and good opportunities for development.
