中文摘要:历经了多年的研究探讨,项目中的风险管理日渐成熟,且在全球范围内被广泛采纳,在诸多规模庞大的项目上也都注重风险管理。基于发展的实际性需求,化工企业在营运的实际进程中会借助战略性项目以及改扩建项目等,达成自我对更新技术、拓展产能、清除陈旧设备等目的,并尽力契合新形势、新需求(例如全新法律以及节能环保等要求)。而当下的化工公司往往更加重视安全风险的管理,而很少对于项目风险管理进行深度摸索,执行过程里出现偏差就变得稀松平常,项目效果不值一提。 SS化工公司是国内当前既存的最大规模之中外合资石化类企业之一,总投资额度高达183.8亿人民币,主营业务范围囊括乙烯及其衍生品研发、生产、和推销。SS化工公司的生产经营管理特点具有国内大中型化工企业的典型性。面对日益严峻的安全环保压力,可替代化工原料的冲击,“供给侧改革”的要求,SS公司在保证安全平稳生产经营的同时,通过各类战略性项目,安全环保项目、改扩建项目等,不断改进生产能力、技术及设备方面,以满足公司可持续发展的需求、设备更新及工业改进的需要。但是,国内企业对于风险管理往往流于形式,却又要频频应对各种危机,对于以生产制造为主的化工企业,在项目管理尤其缺乏强有力的风险管理体系,从项目可行性研究报告便弱化风险分析;即使进行了风险辨识,也缺乏有效的管理制度和流程开展风险管理工作,使得风险管理“有名无实”,不仅没有有效的风险管理,反而降低了工作效率,造成人财物等浪费。本文通过分析SS公司项目实施过程出现的各种问题及成因,制定出项目风险管理优化方案,优化方案既解决现有问题,又要有一定的前瞻性。并以SS公司大型战略性项目PC项目作为研究对象,以项目风险管理的基础理论为依据,结合优化方案,从风险管理组织建设,风险管理制度和流程建设,风险管理监督与监控等方面提出了一套解决方案。为石油化工企业在项目风险管理提供了宝贵的经验和实例参考。 
英文摘要:Under years of research and discussion, the rationalities of managing project risks are maturing and are widely adopted on a global scale, and even focus on risk management in many large projects. Based on the actual needs of development, chemical enterprises in the actual process of operation with strategic projects and expansion projects, to achieve self-renewal technology, expand production capacity, remove old equipment and other purposes, and try to fit the new situation and new demand, Such as new laws and energy saving and environmental protection requirements. And the current chemical companies tend to pay more attention to the management of security risks, but for a variety of project risk management depth of the exploration very little, the implementation of the process of variation becomes commonplace, and the project effect is not worth mentioning. SS Petrochemical Company with many characteristics such as intensive, advanced, innovative and environmental protection is the one of the largest joint venture petrochemical companies in China and the largest joint venture in the BoHai sea region. The investment totaled RMB18.38 billion. The main business concentrates on production, marketing and R&D of ethylene and its derivatives. SS Petrochemical Company’s operation and business management have typicality of domestic large and medium-sized chemical companies. For meet the challenge of security and environmental pressure, the alternative chemical raw materials and reform of the "supply side", SS company approved and initiated kinds of project include strategic development, security and environmental protection, reconstruction and others to continuously improve production capacity, technology and equipment However, the domestic enterprises often become risk management to a mere formality, weaken the risk assessment and analysis in the project feasibility, without strong risk management system in project management, and frequently to deal with all kinds of crisis. The author of this article took part in the project management of PC Project in SS Petrochemical Company. Based on his experiences and project risk management theory, he made a thorough analysis of its project risk management present situation, and put forward solution for the risk management structure, risk management institution and procedure, and risk monitoring. All these will provide a very good project risk management study and reference for large scale domestic enterprises with high level of risks.
