中文摘要:我国工程领域的企业,越来越多地选择了利润率更高、专业能力和管理能力要求都更高的EPC总包的道路。在一带一路战略的指引下,越来越多的工程领域的企业选择走出去,选择以EPC模式在海外拓展业务。实践经验表明,有效的项目风险管理机制,已经成为海外EPC项目预期目标实现程度的关键。然而,长期以来,项目风险管理领域长期遵循结构化的过程方法,缺乏系统有效的管理机制的指导。海外EPC项目面对着及其复杂的社会、政治、经济和文化环境,所要解决的技术问题往往高度复杂,需要将整个项目划分为多个阶段,并将工作分包给不同的组织完成。海外EPC项目风险具有如下主要特点:风险来源高度复杂、协调补偿是造成风险的现实原因、信息缺口是风险的深层次原因、缺乏主动性是风险发生的主观原因。其风险的发展进程具有突发性、可预测性和可控性三个核心特征。风险影响后果具有传递性和不可确知性、后果多样性等主要特征。要有效地管控海外EPC项目风险,项目团队需要开展持续的学习、促进不同主体之间的高效互动、增强各角色的主动性、将项目各阶段工作集成统协、强化各专业之间的合作性、并广泛获取必要资源。海外EPC项目风险及其管理需求的这些特征,决定了需要一套集成风险管控体系,才能够有效管控项目风险,促进项目目标的实现。 
英文摘要:In the field of Engineering in China, more and more companies choose the total EPC strategy, which creates higher profit margin, needs higher professional ability and management capacity. Under“the Belt and Road” strategy, more and more engineering enterprises choose to go out, choose EPC mode to expand their business overseas. Practical experience shows that effective project risk management mechanism has become the key to achieve the expected objectives of overseas EPC project. However, for a long time, the field of project risk management has followed the structured process approach, lacking the guidance of effective management mechanism. Overseas EPC project faces the complex social, political, economic and cultural environment, complex technical problems. The whole project is always divided into multiple stages and sub contracts to completely different organizations. Overseas EPC project risk has the following main features: the source of risk is highly complex and coordinated compensation is the realistic reason, the risks caused by the information gap is the deep-seated reasons, the risk of lack of initiative is the subjective reason of risk occurrence. The development process of risk is characterized by three core features: sudden, predictable and controllable. The consequences of risk are the main features of transitivity and uncertainty, and the diversity of consequences. In order to effectively control the risk of overseas EPC project, the project team will need to carry out continuous learning, to promote the efficient interaction between different subjects, enhance the initiative, the role of the various phases of the project will strengthen the integration and cooperation between the two majors, and obtain the necessary resources widely. Overseas EPC project risk and management needs of these characteristics, determines the need for a set of integrated risk management and control system, can effectively control the project risk, promote the realization of the project objectives.
